Position Summary
Supervise Distribution Design staff supporting billing-related activities and ensure accurate, timely, and compliant execution of billing inputs and processes. Responsible for balancing customer, regulatory, and corporate requirements while supporting billing operations and financial outcomes.
Provides leadership and cross-functional coordination to ensure consistent execution of work, alignment with billing processes, and adherence to corporate policies, regulatory requirements, and internal controls. Supports process improvement, data accuracy, and attainment of corporate and business unit goals and objectives.
Essential Responsibilities
  • Supervise Distribution Design staff supporting billing-related activities. Assign and prioritize work to ensure accurate and timely completion of billing inputs, cost recovery, and financial reporting. Prioritize and assign work, assemble teams utilizing internal and/or external resources. Monitor and document results in order to ensure successful completion of projects, which includes monitoring Key Performance Indicators of cost, timeliness, etc. Assist in individual and team goal setting and monitoring as they relate to department goals and measures. Establish and communicate clear performance expectations so that employees know how their work contributes to the achievement of department, business unit and corporate objectives.
  • Provides support and direction regarding technical information, indicative costs.
  • Performs Design functions related to distribution projects varying in length and complexity. Prepares and checks preliminary and final distribution project designs, bills of material, cost estimates and material specifications relative to construction and improvements of distribution facilities.
  • Review, monitor and approve distribution projects for compliance with national and state codes/tariffs and internal design standards and policies. Develop and recommend processes to ensure compliance with all requirements.
  • Demonstrates technical expertise by keeping current and informed about technical developments and industry practices. Provides mentoring and training to new hires and existing billing personnel using the established skill based programs and other training resources.
  • Assist Construction and Maintenance, Distribution Operations and Area Engineering with solutions to special projects or problems. Supports Engineering and Design to ensure customer and Company needs are met as related to Xcel Energy construction and maintenance activities.
  • Lead Distribution Design as point of contact for internal and external customers. Fill in for Manager as necessary and complete other duties as assigned.
  • Develop and standardize processes and procedures that support billing operations and compliance.

Minimum Requirements
  • Bachelor's degree in electrical or mechanical engineering from an ABET accredited program combined with a minimum of 3 years engineering work experience within delivery construction, design, scheduling, maintenance or operations area or related field preferred. OR Two-year technical degree and minimum of 6 years' work experience in delivery construction, design, scheduling, maintenance, operations, or related field or a combination of education, training, and work experience providing equivalent knowledge.
  • Demonstrated ability to manage work activities to meet customer requirements.
  • Demonstrated analytical and problem-solving skills.
  • Strong team building and leadership ability.
  • Demonstrated verbal and written communication skills.
  • Demonstrated knowledge of and ability to use a wide range of computer software products and design tools (e.g., Excel, Access, Work Management, Scheduling tool, SAP etc.).
  • Same-state travel will be required.
  • Selection criteria may include testing and/or assessment.

Preferred Characteristics
  • Project management or lead work experience preferred.
  • Experience supporting customer contracts, billing operations, or cost recovery processes.
  • Knowledge of regulatory or audit compliance requirements.
  • Experience leading process improvement initiatives.
