Reports to: Field Supervisor and/or Operations Manager

Department: Marine Operations

Status: Non-Exempt


Description:

The Tankerman serves as the person-in-charge of critical operations, with the responsibility of protecting the environment by ensuring the safe reliable transfer of dangerous liquid cargo. Is responsible for performing a variety of inspections from beginning to end of transfer. Must hold government-issued certification and Tankerman certification when working aboard liquid-carrying vessels. Includes able seamen and ordinary seamen.


Duties & Responsibilities:

  • Receive and confirm orders from dispatch, facility, boat captain and report any discrepancies to Gulfstar Dispatch Department immediately.
  • Travel to and from assigned facility, as directed by Gulfstar Dispatch Department.
  • Carries all equipment form vehicle to facility to ensure that all equipment necessary to complete the transfer will be close at hand.
  • Wears all protective clothing and equipment, including respirator and fresh air equipment that may be required to transfer product.
  • Inspects the barge prior to the cargo transfer operation, to ensure the vessel is mechanically sound and in accordance to US Coast Guard requirements.
  • Performs Job Safety Analysis (JSA) and verifies all barge documents are onboard prior to conducting cargo transfer operations.
  • Completes and signs the Declaration of Inspection (DOI) and follows all CFR requirements, as they relate to Tankering Operations.
  • Maintenance of machinery, including barge pump engines, pump valve packings, winch wires, and soft lines when necessary.
  • Connects cargo arm or hose and aligns the barge's valves to send and receive cargo.
  • Reports irregularities of the vessel, and/ or facility prior to beginning the transfer.
  • Immediately stop transfer and call dispatch if irregularities occur.
  • For discharge operations, check engine and pump to ensure they are mechanically sound prior to beginning transfer.
  • Continually monitor and adjust cargo flow and/ or barge's mooring lines throughout transfer.
  • Upon dispatch approval, disconnects cargo arm or hose and completes required paperwork and log book once the transfer is complete.
  • Secures the barge's valves and openings and prepares the barge for sail.
  • Calls dispatch with job information prior to departing job site.
  • Ability to work an on-call rotation schedule which includes days/nights/weekends and holidays.
  • Required to be ready at a moment's notice, while on rotation to be dispatched to a job and arrive on dock within two hours, some cases ASAP.
  • Attendance and participation at monthly safety meetings, opportunity for improvement and change management activities.

Requirements

Minimum Qualifications:

  • MMC - Must posses US Coast Guard Merchant Mariner Credential (MMC) with a Tankerman PIC Barge (DL) Endorsement.
  • TWIC - Must posses a Transportation Workers Identification Card (TWIC).
  • Medical Certification - Must clear a USCG Pre-Employment and Annual Merchant Mariner Examination.
  • Drug & Alcohol Clearance - Must pass and remain compliant with Pre-Employment, Annual, Random, Post Incident, and Reasonable Suspicion for Corporate Non-DOT and USCG DOT Drug & Alcohol Testing Policies.
  • Drivers License - Must posses a valid Driver's License in resident state.
