Reports to: Executive Director of Student Services Pay Grade: AP 8 - 226 Days

Primary Purpose:
To assume a leadership role in the development, supervision, and implementation of a comprehensive school health services program which will create an environment conducive to maximizing each student's high level of wellness, thereby enabling the student to take full advantage of educational opportunities.
Qualifications:
Education/Certification:
  • Professional Registered Nurse with current Texas license required
  • Master's Degree from an accredited school in nursing, health education, or health care administration required
  • Certification from the Texas Department of State Health Services for vision and hearing screening
  • BLS Healthcare Provider/AED/First Aid CPR Certification required Certification for Scoliosis Training preferred
  • Certification for Acanthosis Training preferred CPR Instructor Trainer preferred

Special Knowledge/Skills:
  • Ability to organize, direct, coordinate, and evaluate health services delivery system Ability to implement policies and procedures
  • Ability to manage budget and personnel
  • Knowledge of school health and nursing administration Knowledge of community medical and healthcare services Strong organizational, communication, and interpersonal skills

Experience:
  • 5 years of experience in school health Supervisory experience preferred
  • School district experience preferred

Major Responsibilities and Duties:
Program Management
  1. Plans, implements and evaluates the School Health Services Program.
  2. Recommends and develops programs, policies and procedures, philosophy, and the goals and objectives for the School Services Program district-wide
  3. Assists all school personnel, parents, and community in interpreting school health policies and procedures.
  4. Assists nurses and clinic assistants in management of school health problems.
  5. Interprets new school health developments to appropriate administrators
  6. Coordinate the planning, development and revisions of health services manual and procedures
  7. Assist nurses in instructional planning and clinic management procedures
  8. Collaborate with principals, counselors, and teachers in creating an open, cooperative atmosphere for effective communication
  9. Assist nurses with individual building budget and ordering of clinic supplies
  10. Participates in curriculum planning which involves the personnel of the health services program
  11. Assure proper nursing care for medically fragile students

Personnel:
  1. Recruit, interview, select, train, supervise, and evaluate all health services personnel and make recommendations to Human Resources about assignment, retention, discipline, and dismissal
  2. Prepare, review, and revise department job descriptions
  3. Collaborate with principals to evaluate performance of school health services personnel to ensure effectiveness and develop training options and improvement plans to ensure exemplary operation in the health services area
  4. Plan and conduct professional development, orientation, training, and certification programs for nurses and clinic assistants
  5. Maintain nursing professionalism in compliance with the Standards of School Nursing Practice and the Texas Nurse Practice Act and through self-directed learning activities

Budget:
  1. Develop and administer health services budget based on documented needs and ensure that operations are cost effective and funds are managed wisely
  2. Ensure that all campuses have needed healthcare supplies and resources and recommend purchase, replacement, and repair of equipment when needed

Administration:
  1. Maintain liaison between Carrollton-Farmers Branch ISD and community healthcare providers
  2. Serves as advisor of district's school health advisory committee
  3. Participate in the development of health education curriculum and contribute to other committees related to health and safety issues of students and staff
  4. Submit all required and requested health reports promptly
  5. Encourage nurses to be involved in professional organizations
  6. Work cooperatively with members of the administrative departments, special education, and Board of Trustees to meet the needs of our student population
  7. Assist nurses with SHARS billing and surveys required by Carrollton-Farmers Branch ISD
  8. Perform all other duties as deemed necessary by the Superintendent's designee
  9. Articulate the district's mission and goals in the area of school health to community and civic groups and solicit their support in realizing the mission
  10. Other duties as assigned

Supervisory Responsibilities:
Responsible for all activities involved in the operation of the School Health Services Department and for the overall quality of health care delivery in the Carrollton-Farmers Branch ISD

Tools/Equipment Used: Standard office equipment including computer and peripherals; may use standard medical clinic equipment including automated external defibrillator (AED)
Posture: Prolonged sitting; occasional kneeling/squatting, bending/stooping, pushing/pulling, and twisting
Motion: Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching
Lifting: Occasional light lifting and carrying (less than 50 pounds)
Environment: Exposure to biological hazards, bacteria, and communicable diseases; may work prolonged or irregular hours; frequent district-wide travel
Mental Demands: Work with frequent interruptions; maintain emotional control under stress; Ability to communicate effectively (verbal and written); interpret policy and procedures, and coordinate district functions
Other: Follow district safety protocols and emergency procedures; Other duties as assigned
