FEDERALLY FUNDED: This position is fully/partially funded through federal grant funds and is contingent upon the availability of those supplemental grant funds. Employees in federally funded positions are required to maintain grant-specific time and effort documentation and follow all applicable administrative regulations for the grant.
ROLE AND PURPOSE: The Director of School Improvement will provide leadership and coaching support to campus principals and teams in executing the school improvement process tied to student outcomes. The Director of School Improvement will support campuses in the design and implementation of system-level reforms related to school performance and support principals' growth as instructional leaders with emphasis on identified schools. The Director will also serve as the District Coordinator for School Improvement (DCSI), lead the district's state and federal accountability support efforts, serve as the primary liaison to the Texas Education Agency (TEA) and ESC Region 11 on matters related to school improvement, and ensure compliance with all state and federal intervention requirements.
QUALIFICATIONS:
Education/Certification:
- Master's degree from an accredited institution
- Principal or Mid-Management certification
Experience:
- Minimum of three years of successful principal experience preferred
- Minimum of three years of successful classroom experience
- Demonstrated experience in coaching for optimal performance
- Demonstrated knowledge of Texas state accountability systems, federal accountability requirements, and school improvement interventions
- Experience developing, implementing, and monitoring campus improvement plans aligned to accountability requirements
MAJOR RESPONSIBILITIES AND DUTIES:
INSTRUCTIONAL LEADERSHIP
- Work collaboratively with Research and Accountability to analyze data trends and root causes for underperformance
- Manage performance of schools by regularly and collaboratively reviewing campus and student level data with principals to drive continuous improvement
- Facilitate needs assessments and root cause analyses to identify barriers to student success and inform improvement planning
- Provide leadership as a member of a collaborative team to connect departments within the district to campuses for improved student achievement
- Provide regular reports to the Office of School Leadership and Senior Staff on school improvement progress and make recommendations accordingly to ensure continual improvement
- Coordinate internal and external supports to assist campuses in meeting improvement goals.
- Support campuses identified for Comprehensive, Targeted, or Additional Targeted Support through the development, implementation, and monitoring of Targeted Improvement Plans (TIPs), Turnaround Plans (TAPs), and District Accelerated Improvement Plans as required by state and federal accountability systems.
SCHOOL/ORGANIZATIONAL IMPROVEMENT
- Collaborate with the School Leadership Executive Directors to design, execute and manage short and long-range plans that are focused on meeting campus goals including professional learning
- Assist with analyzing national, state, and local assessment data as it relates to the school, to individual student achievement, and to the improvement of instruction
- Conduct regular campus visits that include conferring with School Leadership Executive Directors and principals, reviewing Targeted Improvement Plans, Turnaround Plans, and District Acceleration Plans and assessing student achievement progress
- Support principals in identifying key levers to strengthen climate and culture to improve performance
- Serve as the district's primary liaison to TEA, ESC Region 11, and other state and federal agencies regarding accountability, school improvement, intervention requirements, and compliance monitoring.
- Monitor state and federal accountability indicators and provide guidance to district and campus leaders regarding accountability ratings, identification statuses, and required interventions for all campuses.
- Ensure campuses identified for school improvement implement all required activities and meet timelines associated with TIPs, TAPs, and other state-mandated improvement plans.
- Coordinate the development, implementation, monitoring, and submission of district and campus improvement plans required by TEA, including District Accelerated Improvement Plans and other corrective action plans.
- Provide training and technical assistance to district and campus leaders regarding accountability implications, school improvement frameworks, and compliance expectations.
- Facilitate monthly CCMR collaborations between Academic Services, Guidance and Counseling, Research and Accountability, and school CCMR teams.
- Actively identify and advocate for innovation from traditional district structures regarding scheduling, staffing, budgeting, and instructional materials.
- Establish cohorts where principals from different campuses facing similar demographic or academic hurdles can share resources, co-solve problems, and replicate successful interventions.
- Collaborate with campus leadership teams to enhance family engagement systems, ensuring schools build robust partnerships with parents that directly support student achievement and align with state intervention frameworks.
ADMINISTRATION AND FISCAL/FACILITIES MANAGEMENT
- Coordinate acquisition of District resources, including materials, and other resources that support the implementation of school improvement priorities, and the District and Campus Targeted Improvement Plans,Turnaround Plans, and District Acceleration Plans
- Manage all School Improvement grant funds, and support principals in the planning and use of the funds to support implementation of improvement plans.
SCHOOL/COMMUNITY RELATIONS
- Prepare reports, presentations, and required documentation related to school improvement and accountability initiatives.
- Participate as an effective team member who contributes to District, department, and content goals
- Project a positive image in the district and community
- Prepare and deliver strategic updates to the Board of Trustees
PERSONAL GROWTH AND DEVELOPMENT
- Seek, accept, and respond to coaching and feedback from supervisor, staff, and peers.
- Maintain a network of professional colleagues, membership in professional associations, attendance at relevant conferences, and exposure to professional literature in the areas of school improvement and accountability
- Establish ongoing goals for professional learning to remain current in innovative and effective school improvement practices
- Identify new research in area of school improvement to support decisions, and apply new knowledge and skills to improve school performance
LEADERSHIP DEVELOPMENT AND SUPPORT
- Design and present staff development sessions to leaders covering school improvement initiatives and state and federal accountability.
