As an approved mentor within the Department of War (DoW) Mentor-Protégé Program, TJFACT is helping strengthen the Defense Industrial Base by providing strategic mentorship, technical expertise, and capability development that support the growth of emerging small businesses and long-term federal mission success.
About This Position
TJFACT is seeking an experienced Program Integration & Growth Director to lead execution of our Department of War (DoW) Mentor-Protégé ProgramThis is not a traditional program management role. It is a unique opportunity to combine program leadership, federal compliance, strategic planning, and business development to help drive the future success of both TJFACT and our protégé organization.
We're looking for a strategic, relationship-driven leader who thrives at the intersection of program management, federal compliance, and business development. The ideal candidate fosters collaboration, approaches complex challenges with curiosity and a strategic mindset, and understands how to translate technical achievements into meaningful business outcomes. Working closely with executive leadership, government stakeholders, subcontractors, and the protégé organization, you'll lead execution of the DoW Mentor-Protégé Program, ensuring program milestones, certifications, and technical achievements strengthen proposal readiness, market positioning, and long-term organizational growth.
Key Responsibilities
Program Leadership & Compliance
  • Lead day-to-day execution of the DoW Mentor-Protégé Program, ensuring successful completion of program objectives, milestones, and deliverables.
  • Develop, maintain, and manage the master program schedule, work breakdown structure (WBS), and overall program governance activities.
  • Ensure compliance with applicable Mentor-Protégé Program requirements, reporting obligations, documentation standards, and audit readiness.
  • Prepare and coordinate required program reports, to include semi-annual progress reports to DoW OSBP; coordinate DoW annual performance review packages, executive briefings, and performance documentation for government stakeholders.
  • Maintain accurate program documentation, cost tracking, approvals, and supporting records in accordance with federal compliance requirements.
  • Monitor subcontractor participation, burn rates, documentation quality, and overall program performance to ensure alignment with contractual objectives.
  • Serve as the primary liaison between TJFACT, the protégé organization, government representatives, and external stakeholders throughout program execution.

Business Development & Strategic Growth
  • Translate program accomplishments including certifications, technology transfers, training initiatives, and operational improvements into proposal-ready content, capability statements, and competitive business development assets.
  • Support the development of business development infrastructure, including CRM implementation, opportunity tracking, pipeline management, capture planning, and proposal readiness.
  • Identify, qualify, track, and obtain intel through research and professional networks to position TJFACT and Protégé firm for business opportunities.
  • Partner with internal capture and proposal teams to position both TJFACT and the protégé organization for future contract opportunities within the DoW.
  • Coordinate the development of customer engagement materials, capability presentations, conference participation, and strategic marketing initiatives supporting program growth.
  • Research emerging federal priorities, market trends, and acquisition opportunities to strengthen competitive positioning and long-term business strategy.

Partnership & Stakeholder Engagement
  • Build and maintain collaborative relationships across executive leadership, government customers, subcontractors, and partner organizations.
  • Coordinate technical mentorship activities while ensuring program deliverables align with both compliance requirements and strategic business objectives.
  • Facilitate communication across cross-functional teams to keep priorities aligned and stakeholders informed.
  • Provide leadership with regular program updates, risk assessments, and strategic recommendations supporting informed decision-making.
  • Foster a culture of collaboration, innovation, continuous improvement, and operational excellence across the program team.

Required Qualifications
  • Bachelor's degree in Business Administration, Program Management, Government Contracting, Computer Science or a related field, or an equivalent combination of education and experience.
  • Minimum of ten (10) years of progressive experience supporting federal program management, business development, capture management, or government contracting.
  • Demonstrated experience managing complex federal programs involving multiple stakeholders, subcontractors, and executive leadership.
  • Experience supporting federal compliance, reporting requirements, contract documentation, and audit readiness.
  • Working knowledge of the federal small business ecosystem, including Mentor-Protégé Programs, SBA initiatives, and government contracting processes.
  • Familiarity with DFARS, FAR, and applicable federal acquisition regulations.
  • Working knowledge of federal cybersecurity and compliance frameworks, including CMMC and NIST SP 800-171.
  • Exceptional written and verbal communication skills with demonstrated experience preparing executive reports, customer presentations, and proposal content.
  • Strong organizational, analytical, and project management skills with the ability to manage multiple priorities simultaneously.

Preferred Qualifications
  • Ability to obtain and maintain an active Security Clearance.
  • Project Management Professional (PMP), Program Management Professional (PgMP), APMP, Shipley, or comparable professional certification.
  • Experience supporting the Department of War (DoW), the Defense Industrial Base, or Industrial Security programs.
  • Experience supporting Mentor-Protégé Programs, SBA initiatives, or small business growth strategies.
  • Familiarity with GovWin IQ, Microsoft Dynamics CRM, SharePoint, Costpoint, or similar federal business development tools.
  • Experience supporting ISO 27001, ISO 27701, CMMC, or related compliance initiatives.
  • Experience developing capture strategies, proposal content, and competitive federal business development plans.
  • Experience working within Microsoft 365 GCC High, Azure Government, or similar secure federal technology environments.
