Job description
The Vice President of Workforce and Talent Strategies provides strategic leadership for Tulsa Regional Chamber's workforce and talent initiatives, which support business recruitment and retention efforts, encourage collaboration among employers, educational institutions, workforce training partners to improve supply/demand of skilled talent, and position the Tulsa Region as a destination for both employers and skilled talent.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Develops and leads the Chamber’s workforce and talent strategy in partnership with the SVP of Economic Development and ensures alignment with the Chamber’s strategic priorities, Tulsa’s Future goals, and regional employer needs.
- Produces workforce data, talent narratives, and regional talent pipeline information for requests for proposals (RFPs). Presents workforce information, coordinates employer interviews, and engages education and workforce partners for site visits in partnership with the Business Attraction team to support the recruitment of businesses to the Tulsa Region.
- Partners with the Business Retention and Expansion (BRE) team to better understand the workforce needs of existing companies, produces bi-annual reports based on a maintained database of regional workforce/skills needs, helps local employers be recognized as an employer of choice, and connects employers with appropriate training, recruitment, education, and workforce resources to help them find skilled talent.
- Builds relationships with human resources (HR)/talent acquisition teams of local employers, educational institutions, and workforce training providers in the region to stay informed of benefits and challenges of educating, training, hiring and keeping talented people.
- Convenes local employers, educational institutions, and workforce training providers throughout the region around identified employer needs, and encourages collaborative action to solve challenges, such as developing employer-led career pathways, work-based learning opportunities, and industry-recognized credential strategies.
- Maintains and supports regional talent attraction initiatives in partnership with the Marketing Team, including a regional talent resource hub website, employer recruitment toolkit, marketing/public relations (PR) campaigns and other resources designed to help employers recruit and retain talent.
- Leads corporate sponsored workforce and talent events in support of making an impact on the regional workforce ecosystem, as well as assisting with Tulsa’s Future fundraising campaigns.
- Ensures the effective and fiscally responsible management of the Workforce and Talent budget while cultivating mission-aligned funding opportunities that enhance programs, drive innovation, and increase community impact.
- Tracks and measures results that are meaningful to employers and investors to evaluate the effectiveness of workforce and talent strategies. Ensure resources are used effectively to make a direct impact on goals.
- Provides support, technical assistance, data, and analysis to Chamber leadership, internal departments, and economic development team as it relates to workforce and talent development.
- Provides leadership, coaching, performance management, and professional development for the Director of Workforce and Talent Strategies ensuring alignment of workforce initiatives with organizational and regional strategic plans.
- Performs other incidental and related duties as required and assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Requires a Bachelor’s degree or higher from an accredited college or university in economic development, education, business, public administration, human resources, or a related field.
- Requires a minimum of seven (7) years of experience in workforce development, economic development, talent strategy, education and workforce partnerships, business services, human resources (HR), or a related field.
- Demonstrated understanding of workforce development systems, education and training providers, employer talent needs, regional labor markets, and talent attraction strategies.
- Ability to gather, interpret, and communicate workforce data, employer needs, labor availability, skills, credentials, training capacity, and regional talent pipeline information.
- Strong relationship-building skills with the ability to develop and maintain productive relationships and collaborate with business executives, HR leaders, education leaders, workforce partners, volunteers, community organizations, and Chamber staff.
- Demonstrated experience in convening external partners and stakeholders, developing a collaborative strategy, gaining momentum and support, and encouraging them to take action together.
- Excellent written and verbal communication skills, including the ability to prepare reports, proposals, presentations, employer-facing materials, and partner communications.
- Strong analytical, organizational, and project management skills with the ability to manage multiple priorities, track outcomes, and meet deadlines in a fast-paced environment.
- Working knowledge of Microsoft Office Suite and the ability to use data, databases, tracking tools, and related systems to support workforce planning and reporting.
- Ability to handle sensitive and confidential information, employer data, partner communications, and documentation with professionalism and discretion.
- Commitment to high-quality service, with a collaborative, cooperative approach.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:
- Work environment: Normally a typical office environment with people, with minimal exposure to excessive noise or adverse environmental issues, with occasional outdoor exposure to heat, cold, and environmental elements.
- Physical demands: Manipulate, handle, feel, and control items or equipment. Able to read, write, and interpret written documents. Occasionally lift and move objects weighing up to 50 pounds.
