Job description

About the Position

The Monitoring & Evaluation Specialist supports the East Asian and Pacific (EAP) Monitoring, Evaluation, and Learning Services (MELS) contract by providing technical expertise in performance monitoring, evaluations, assessments, data collection, analysis, reporting, learning, and capacity building. The Specialist works closely with Department of State personnel, implementing partners, and other stakeholders to strengthen evidence-based decision-making and support accountability for foreign assistance investments. This position is anticipated to be filled on a part-time basis initially, with level of effort scalable to full-time as the volume of taskings, personnel oversight requirements, and overall scope of work under the contract expands. 

This position is contingent upon award.

Responsibilities
  • Design and implement monitoring, evaluation, and learning activities in support of contract taskings. 
  • Develop and refine indicators, MEL plans, performance management plans, theories of change, and results frameworks. 
  • Conduct data collection, validation, analysis, and interpretation using qualitative and quantitative methods. 
  • Support evaluations, assessments, research studies, data quality assessments, and learning activities. 
  • Prepare technical reports, presentations, briefings, dashboards, and other analytical products. 
  • Provide technical assistance and training to Department personnel, overseas posts, and implementing partners. 
  • Support data management, performance reporting, and knowledge management activities. 
  • Ensure technical products meet established quality standards and contractual requirements. 
Qualifications 
  • Bachelor's degree in international development, social sciences, public policy, statistics, economics, or a related field. 
  • Minimum of 5 years of experience in monitoring, evaluation, learning, research, or performance management. 
  • Experience supporting U.S. Government foreign assistance programs. 
  • Experience developing indicators, MEL plans, performance reports, assessments, or evaluations. 
  • Strong analytical, writing, and data management skills. 
  • Active Secret Clearance.Â
