Join F&S Fresh Foods as a Regional HR Director, based in Riverside, CA. This role leads HR strategy and operations across three (3) manufacturing facilities. Reporting to the Corporate Vice President of Human Resources, this role serves as the senior HR business partner to operations leadership while directly leading and developing the site HR team at each facility.


We are seeking a strong, hands-on HR leader who thrives in a fast-paced manufacturing environment and is passionate about building positive employee relations, strengthening our Great Place to Work culture, and mitigating organizational risk. The ideal candidate brings strong leadership capability, deep experience with California labor law and multi-state compliance, and a proven ability to support high-performing operations teams through talent development, workforce planning, and practical HR partnership. Bilingual skills are preferred but not required.



HR Leadership & Business Partnership

  • Serve as the primary HR partner for regional operations leadership.
  • Align HR initiatives with operational and business goals.
  • Coach and advise leadership teams on employee relations, performance management, and leadership development.
  • Drive a culture of accountability, engagement, and continuous improvement.

Employee Relations & Risk Management

  • Lead complex employee relations investigations and provide recommendations on disciplinary actions.
  • Ensure consistent application of company policies across locations.
  • Proactively address workplace issues to reduce legal risk and improve employee engagement.
  • Manage escalated grievances, complaints, and conflict resolution.

Compliance & Employment Law

  • Ensure compliance with federal, state, and local employment laws. Ensure full compliance with California (Cal/OSHA, FEHA, CFRA/PDL, PAGA, AB 1228, and applicable local ordinances), Oregon (BOLI, ORS), and federal employment law across all sites.
  • Oversee compliance with wage and hour laws, FMLA, ADA, and other labor regulations.
  • Partner with legal counsel when necessary, on employment matters.
  • Support audits, regulatory inquiries, and litigation response.

Talent Management & Workforce Planning

  • Partner with leadership to identify staffing needs and workforce planning strategies. Design and execute regional talent acquisition strategies; guide site HR staff in managing high-volume hourly hiring pipelines for production and skilled trades.
  • Oversee onboarding program design and delivery; hold site HR accountable for consistent, compliant new hire experiences that reflect culture and compliance from day one.
  • Support recruitment strategies for key leadership and technical roles.
  • Implement performance management processes and execute succession planning.
  • Drive leadership development initiatives and management training.

HR Operations & Process Improvement

  • Ensure consistency in HR policies, procedures, and documentation across all sites.
  • Monitor HR metrics such as turnover, absenteeism, engagement, and employee relations trends.
  • Implement HR systems, reporting tools, and process improvements.
  • Ensure effective onboarding, training, and employee communication programs.

Safety & Workplace Culture

  • Partner with safety leadership to reinforce safety culture and compliance.
  • Support investigations and corrective actions related to workplace incidents.
  • Promote employee engagement and open communication.
Requirements:

Essential Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field required
  • Master’s degree or HR certification preferred (SHRM-CP, SHRM-SCP, PHR, SPHR)
  • 7–10+ years of progressive HR experience
  • 3–5 years in a multi-site HR leadership role
  • Experience supporting manufacturing, distribution, or operations environments.
  • Demonstrated experience handling complex employee relations issues and investigations
  • Bilingual - Spanish & English preferred

Knowledge & Skills

  • Strong knowledge of federal and California state employment laws
  • Experience managing HR operations across multiple locations
