Position Overview
The Proposal Manager is responsible for leading and coordinating the development of high- quality, compliant, and competitive proposals in response to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations to Bid (ITBs), and other business development
opportunities. This position serves as the primary coordinator throughout the proposal lifecycle, ensuring timely delivery of compelling submissions that effectively communicate the firm’s qualifications, technical approach, and value proposition.
The Proposal Manager works closely with technical subject matter experts, project managers, executives, marketing personnel, and business development professionals to manage proposal schedules, coordinate content development, ensure compliance with solicitation requirements, and maintain proposal quality standards. The position plays a critical role in supporting the firm’s strategic growth objectives.
Key Responsibilities
Proposal Management Coordination
  • Lead and manage the complete proposal development process from opportunity identification through final submission.
  • Develop proposal schedules, compliance matrices, and action plans to ensure all deadlines and requirements are met.
  • Facilitate kickoff meetings, strategy sessions, and proposal review meetings.
  • Coordinate contributions from technical staff, project managers, executives, and subcontractors.
  • Manage and develop a team of proposal staff and proposal contributors.
  • Monitor proposal progress and proactively identify and address schedule risks or resource constraints.
  • Manage proposal production activities, including formatting, editing, printing, binding, and electronic submission requirements.
Proposal Development
  • Analyze solicitation documents and communicate requirements to proposal teams.
  • Develop proposal outlines, content plans, and response strategies.
  • Draft, edit, and refine proposal content to ensure consistency, clarity, and persuasiveness.
  • Collaborate with technical staff to translate complex information into compelling client- focused narratives.
  • Ensure proposals clearly articulate project understanding, technical approach, qualifications, experience, and differentiators.
  • Maintain compliance with all solicitation requirements, evaluation criteria, and submission instructions.
Quality Assurance and Compliance
  • Conduct comprehensive compliance reviews to verify adherence to RFP/RFQ requirements.
  • Perform quality control reviews for grammar, formatting, consistency, and completeness.
  • Ensure proposal content aligns with corporate branding, messaging, and style standards.
  • Coordinate color reviews as appropriate.
  • Verify all required forms, certifications, attachments, and supporting documentation are complete and accurate.
Business Development Support
  • Collaborate with business development staff to identify and track opportunities.
  • Support go/no-go evaluations and pursuit planning activities.
  • Assist with development of capture plans and win strategies.
  • Research clients, competitors, industry trends, and procurement requirements.

  • Support continuous improvement initiatives to enhance proposal quality and win rates.
Marketing Strategy and Implementation
  • Develop and implement marketing plans that support the firm’s strategic growth objectives and target markets.
  • Coordinate and manage corporate marketing initiatives, including brand awareness campaigns, digital marketing efforts, public relations activities, and client outreach programs.
  • Collaborate with business development and operational leadership to align marketing strategies with sales goals, market opportunities, and corporate priorities.
  • Manage the development of marketing collateral, brochures, presentations, capability statements, project profiles, and promotional materials.
  • Oversee website content, social media presence, email marketing campaigns, and digital communications to maintain a consistent brand message.
  • Manage relationships with external marketing consultants, graphic designers, photographers, videographers, and advertising partners as needed.
  • Support internal communications initiatives that promote employee engagement, company culture, achievements, and project successes.
  • Ensure all marketing activities comply with corporate branding standards and contribute to a positive market reputation.
Team Collaboration
  • Build strong working relationships with technical staff and leadership.
  • Provide guidance and support to proposal and marketing contributors.

Required Qualifications
  • Bachelor's degree in Marketing, Communications, Business Administration, Journalism, English, Public Administration, Engineering, Planning, or a related field preferred.
  • Minimum of 8 years of proposal management, marketing, business development, or related experience. 10 to 15 years of experience preferred.
  • Experience managing responses to government, municipal, state, federal, and/or private-sector solicitations.
  • Experience with professional services, engineering, architecture, construction, consulting, grants management, or related industries preferred.
  • Strong project management and organizational skills.
  • Exceptional written, editing, and proofreading abilities.
  • Ability to manage multiple priorities and deadlines simultaneously.
  • Strong interpersonal and facilitation skills.
  • Knowledge of procurement processes and solicitation requirements.
  • Ability to interpret RFPs, RFQs, ITBs, and other opportunities.
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Experience with proposal management platforms, CRM systems, and Adobe Creative Suite preferred.
  • Strong attention to detail and commitment to quality.
  • This position is based in the Baton Rouge, Louisiana office and is expected to work in the office the majority of the workweek to facilitate collaboration, proposal development, mentoring, and coordination with technical, marketing, and business development teams.
  •  Limited hybrid work flexibility may be available based on business needs, workload demands, and supervisor approval.
  • Ability to work extended hours during critical proposal deadlines when necessary. Occasionally work extended hours during
    critical proposal pursuits and submission periods.
  • Ability to attend meetings, presentations, networking events, and client engagements as needed.
  • Occasional travel may be required for client meetings, interviews, conferences, or proposal presentations.
  • Ability to lift and transport proposal materials, presentation equipment, and marketing collateral up to 25 pounds on an occasional basis.
