Zantech is looking for a talented Program Manager to contribute to the success of our upcoming Applied and Emerging Technology Support project for a Hybrid role based out of Camp Springs, MD.

The Program Manager serves as the primary interface with USCIS providing strategic leadership and oversight for all contract deliverables across DevSecOps, Testing, RPA/ML, and Technical Governance initiatives. This position requires a seasoned leader with extensive experience managing large-scale, multi-disciplinary IT programs within federal environments, specifically DHS or similar agencies.

Responsibilities include, but will not be limited to:

  • Program Leadership & Strategy
    • Serve as primary point of contact for USCIS leadership and stakeholders
    • Develop and execute program strategy aligned with USCIS modernization goals and Zero Trust principles
    • Oversee resource allocation across 40-60 FTEs supporting multiple USCIS portfolios
    • Drive adoption of DevSecOps best practices across diversely mature USCIS programs
    • Align program objectives with USCIS mission to support lawful immigration services
  • Contract & Financial Management
    • Manage contract performance for $20-50M, 5-year base period program
    • Track and report costs by release, portfolio, and functional area
    • Ensure delivery within budget constraints while maintaining quality standards
    • Forecast resource needs and adjust staffing mix throughout contract lifecycle
    • Manage subcontractor relationships and teaming agreements
  • Stakeholder Engagement & Communication
    • Interface with USCIS product/portfolio teams to understand requirements and priorities
    • Facilitate collaboration between development, security, operations, and testing teams
    • Present program status, metrics, and outcomes to USCIS leadership
    • Promote "information radiation" across USCIS enterprise for transparency
    • Navigate complex DHS organizational structures and decision-making processes
  • Quality & Governance
    • Ensure adherence to USCIS enterprise standards for development, security, and operations
    • Implement Team Managed Deployment (TMD) processes across supported systems
    • Drive continuous improvement in delivery speed, quality, and security posture
    • Establish and monitor KPIs aligned with USCIS objectives
    • Ensure compliance with DHS policies, including Section 508 requirements
  • Risk Management
    • Identify, assess, and mitigate program risks across technical and operational domains
    • Ensure security integration and continuous monitoring in all deliverables
    • Maintain compliance with Federal, DHS, and USCIS policies and procedures
    • Coordinate incident response and issue resolution with USCIS teams

Required Experience or Knowledge of the following technologies/functions:

  • Experience:
    • Minimum 12 years of IT program management experience
    • Minimum 7 years managing federal government IT programs (>$10M value)
    • Minimum 5 years of DHS or civilian agency experience preferred
    • Demonstrated experience managing DevSecOps, CI/CD, or Agile transformation programs
    • Experience with programs supporting 50+ FTEs across multiple technical disciplines
    • Track record of successful contract performance on large-scale federal IT programs
  • Technical Knowledge:
    • Deep understanding of DevSecOps methodologies and CI/CD pipelines
    • Knowledge of cloud platforms (AWS GovCloud preferred), containerization, and microservices
    • Familiarity with Zero Trust architecture principles
    • Understanding of automated testing frameworks and continuous quality practices
    • Awareness of RPA and ML applications in software delivery
    • Knowledge of federal security requirements (FedRAMP, FISMA, etc.)
    • Expertise utilizing the Microsoft Office.

Preferred Experience or Knowledge of the following technologies/functions:

  • Experience with USCIS-developed enterprise tools:
    • USCIS Backstage (developer portal)
    • Container Compliance Dashboard (CCD)
    • Enterprise Ready Deployment Services (ERDS)
    • Common Microservices Initializer (CMI)
  • Knowledge of USCIS immigration systems and mission context
  • Understanding of USCIS OIT organizational structure and governance processes
  • Familiarity with DHS Accessibility and Language Services (A&LS) Division protocols

Required Education/Certifications:

  • Bachelor's Degree in Computer Science, Information Technology, Business Administration, or related field
  • Master's degree preferred
  • PMP (Project Management Professional) OR PgMP (Program Management Professional)
  • At least one of: CSM (Certified Scrum Master), SAFe Program Consultant (SPC), or PMI-ACP
  • ITIL Foundation or higher Preferred
  • AWS Certified Solutions Architect or similar cloud certification Preferred
  • Lean Six Sigma Green Belt or higher Preferred

Required Security Clearance:

  • US Citizenship and the ability to obtain and maintain an active Public Trust or higher clearance, per contract requirements.
