Job description

ELTA North America (ELTA NA) is a global leader in the design, manufacture and support of innovative electronic systems for the United States government. ELTA NA is seeking qualified applicants for the position of Program Manager. We are seeking a proactive and experienced Program Manager to lead and Foreign Military Funding production contracts, and Federal government contracts. This role is responsible for ensuring contract performance, compliance, stakeholder engagement, and team coordination across one or more government-funded initiatives. The ideal candidate brings a blend of project management expertise, understanding of federal acquisition regulations (FAR), and the ability to communicate effectively with government clients and internal stakeholders.

Essential Duties and Responsibilities

Oversee the successful delivery of contract requirements, ensuring alignment with cost, schedule, and performance objectives.

Serve as the primary point of contact (POC) for the customer.

Oversee the procurement of resources and materials, ensuring they meet project specifications and are delivered on time.

Ensure day-to-day operations meet contract goals and expectations.

Ensure all program activities comply with contract terms, applicable regulations (FAR/DFARS), and organizational policies.

Maintain accurate and timely program documentation and reporting, including deliverables, invoicing, and status reports.

Manage contract modifications, task orders, and funding obligations in coordination with contracts and finance teams.

Implement risk management strategies to minimize project risks and prepare contingency plans for potential problems.

Oversee program budgets, resource allocation, and cost controls.

Support pricing strategies and financial tracking in collaboration with finance teams.


Basic Qualifications

Bachelor's degree in Business, Engineering, Management, or a related field; Master's preferred.

5-10+ years of experience in project/program management, FMF experience a plus.

Proven experience managing FMF and federal contracts (e.g., DoD, DHS, VA, HHS, etc.).

Strong knowledge of FAR/DFARS, contract types (CPFF, FFP, T&M), and compliance requirements.


Preferred Qualifications

Master's degree in Business, Engineering, Management, or a related field

PMP, PgMP, or DAWIA certification preferred.
