The Administrative Services Division (ASD) Human Resources Bureau provides comprehensive human capital management services for DFA, supporting all agency divisions through recruitment, classification and compensation, employee and labor relations, benefits administration, payroll coordination, training and development, and compliance with State Personnel Board Rules and applicable state and federal laws. The Bureau serves as a strategic partner to agency leadership by helping maintain a professional, accountable, and service-oriented workforce while ensuring timely and accurate personnel operations in a dynamic public-sector environment.
Why does the job exist?
This position exists to provide advanced-level human resources support to assigned DFA divisions and bureaus in order to ensure timely, accurate, and legally compliant personnel operations throughout the employee life cycle. The position is responsible for supporting critical HR functions including recruitment, onboarding, classification and compensation actions, SHARE HCM transaction processing, payroll and benefits coordination, personnel records management, compliance tracking, and employee separations. The position also provides technical guidance to management and staff regarding State Personnel Board Rules, DFA policies and procedures, SHARE processes, and applicable federal and state employment laws.
The position also plays a key role in supporting workforce operations during periods of organizational growth, recruitment activity, and ongoing personnel actions across the agency.
How does it get done?
The HR Senior Generalist provides advanced-level human resources support to assigned DFA divisions and bureaus by managing and coordinating a wide range of personnel functions and HR operations. Key responsibilities include providing technical assistance and guidance on compensation, classification, payroll, benefits, recruitment, and personnel transactions; processing personnel actions within SHARE HCM; coordinating recruitment activities from job posting through onboarding; conducting classification and compensation reviews; preparing and processing CARFs, PARFs, and reclassification requests; and serving as a liaison with the State Personnel Office on position and personnel actions.
Additional responsibilities include maintaining personnel records; auditing employee timesheets and leave usage for compliance; coordinating employee separations and off-boarding; conducting new employee orientation and HR-related trainings; processing employment verifications; monitoring compliance with required trainings, evaluations, and policy acknowledgements; and assisting management and employees with interpretation of State Personnel Board Rules, DFA policies, and applicable state and federal employment laws. The position is also responsible for addressing complex HR issues, supporting workforce operations, and ensuring personnel actions are processed accurately, timely, and in compliance with established laws, rules, and procedures.
Who are the customers?
This position is performed for DFA's internal customers, including agency leadership, division directors, bureau chiefs, supervisors, managers, and employees across all DFA divisions. The position also supports the Human Resources Bureau by helping ensure consistent, timely, and compliant personnel operations throughout the agency. Additionally, the position works collaboratively with external partners such as the State Personnel Office, Central Payroll, PERA, benefits providers, and other state agencies regarding personnel actions, employment transactions, and compliance matters.

-Experience working in a cooperative team environment and serving as a backup within the HR environment.
-Ability to be flexible and adaptable working within a dynamic human resources environment.
Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
State issued ID or Driver's License.
Pre-employment criminal background check is required, and employment is conditional pending results.
Working Conditions
Office setting, exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required.
