Public Relations Manager
Summary
The Public Relations Manager is responsible for developing and executing external and internal communications strategies for the SH 99 Grand Parkway Segment B1 construction project. This role builds and maintains strong relationships with stakeholders, supports internal team communication, and leads community outreach and event planning efforts.
Duties and Responsibilities:
• Serve as the primary point of contact for external stakeholders, addressing inquiries and supporting timely, accurate communication with the public.
• Develop and execute communication strategies that support project goals, maintain public awareness, and minimize disruption to roadway users and adjacent communities.
• Coordinate closely with TxDOT to align messaging and distribute construction updates, traffic impacts, and project milestones through approved communication channels, including social media and website postings.
• Lead internal communications to ensure project teams are informed, aligned, and equipped to support outreach and stakeholder engagement efforts.
• Develop clear, consistent content for press releases, newsletters, fact sheets, presentations, and executive communications focused on safety, mobility, and community impact.
• Produce graphics and maps that clearly communicate lane closures, detours, and construction impacts to the traveling public.
• Prepare and distribute weekly lane closure notices and monthly project updates to keep stakeholders informed of upcoming work and changes in traffic patterns.
• Plan and execute public and project-related events, including community meetings, open houses, town halls, stakeholder briefings, and internal events.
• Partner with TxDOT to facilitate public outreach and education efforts with local officials, community organizations, businesses, and residents along the corridor.
• Track and manage public and stakeholder inquiries, ensuring issues are routed and addressed promptly to maintain public confidence and trust.
• Maintain and update stakeholder databases, including corridor residents, businesses, community leaders, and agency partners.
• Manage external public relations consultants and coordinate with photo/video vendors to document project progress and milestones.
• Support and participate in project tours and site visits for stakeholders, media, and community representatives.
• Attend internal coordination meetings and external stakeholder meetings to stay aligned on construction activities and community concerns.
• Perform other duties as assigned in support of project communications, outreach, and stakeholder engagement.
Requirements:
• Demonstrated ability to build and maintain relationships with TxDOT, local governments, community representatives, and diverse stakeholder groups.
• Proven experience developing and implementing public relations and communications programs, including community outreach and stakeholder engagement.
• Experience supporting internal communications and employee engagement initiatives.
• Experience planning and executing public meetings, outreach events, and stakeholder briefings.
• Experience with large-scale transportation or infrastructure projects preferred.
• Strong ability to manage multiple priorities, meet deadlines, and respond effectively in a fast-paced project environment.
• Excellent writing, editing, and verbal communication skills, with the ability to translate technical information into clear, public-facing messaging.
• Strong organizational and project management skills.
• Proficiency with Microsoft Office, website content management systems, and social media platforms.
• Experience with Adobe InDesign, Photoshop, or similar tools preferred.
• Video production and editing experience preferred.
• Bachelor's degree in Journalism, Communications, or a related field.
• Minimum of five (5) years of experience in public relations, public affairs, or a related field.
