Job description

CLASS SUMMARY
Performs a variety of both administrative and technical functions to support infrastructure improvement initiatives and help facilitate the drawing review process for construction projects at CVG Airport. Provides technical expertise and project coordination for assessment of projects undertaken by CVG Airport. Assessments may consist of various disciplines and may be performed internally or by external consultants. This position requires fully understanding the scope of the project under review to identify opportunities in the design and present options for value engineering.
ESSENTIAL DUTIES
  • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management, ensures KCAB's interests are represented in any business activities regarding the agreement. Prepares RFPs, bid specifications, and negotiates contracts. Coordinates with A&E firms.
  • Technical review of construction plans submitted by tenants, clients and contractors will be critical to this position, identifying any deficiencies affecting constructability and providing feedback.
  • Liaison for internal stakeholders, reviews plans and specifications, coordinates with Project Managers and designer, coordinates review of plans by maintenance employees.
  • Conducts site visits to verify and determine compliance to plan and specifications.
  • Provides technical subject matter expertise in multi-disciplined knowledge areas.
  • Establishes and maintains efficient relationships with contractors, program managers, project engineers, design firms, construction firms, and other agencies or organizations.
  • Conducts short-term assessment planning, scoping meetings, design review, field coordination, and contract management.
  • Supplemental to assessment project coordination, manages and facilitates a design review process, coordinating with internal and external stakeholders on proposed construction design plans to ensure optimal maintainability and operability.
  • Participates and attends scoping meetings, pre-construction meetings, page-turn meetings and construction progress meetings as required.
  • Serves as a liaison between Planning & Development and Maintenance departments during integration of the design process.
  • Performs other duties of a similar nature and level as assigned.

EDUCATION & EXPERIENCE
Minimum Education: Associate's degree
Preferred Education: Bachelor's degree
Minimum Years of Direct Experience: 7
Details: Architecture, engineering, utilities, project management and/or construction administration. Experience managing architectural and engineering contracts is preferred. Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING/CERTIFICATIONS
Required
  • Maintain Security Identification Display Area (SIDA) clearance
  • Valid driver's license
  • Obtain and maintain position appropriate NIMS & emergency training.

Additional Security Levels Required (Customs or Police Department): Yes
Airfield Driving: This position requires driving on the airfield ramps.
DEMONSTRATED KNOWLEDGE OF
  • Project management.
  • Contract administration and management.
  • Wide range of disciplines, including, but not limited to; electrical, mechanical, civil and structural engineering.
  • Planning, architecture and engineering; focus in design review and project management processes preferred.
  • Principles and practices of budgeting, purchasing, contracting and records maintenance.

  • Managing several complex projects at a given time.
  • Clearly and effectively communicating, both orally and in writing.
  • Managing large scale complex projects.
