The Deputy Superintendent for Student Investment will help lead this next chapter, ensuring current and future investments are aligned with funding requirements, strategic priorities and the needs of Nevada's schools.
The Deputy Superintendent for Student Investment provides executive leadership, strategic direction and financial stewardship over the Student Funding Bureau and the Central Services Bureau. Unit Sections Student Funding Bureau: Office of District Support Office of Pupil-Centered Funding Central Services Bureau: Office of Division of Compliance Office of Fiscal Operations HR Liaison, including facilities This role is responsible for aligning multi-million-dollar state and federal funding models with the department's strategic priorities do deliver transformational results for Nevada's pre-k - 12 students. Why This Position Exists This executive position serves as the bridge between complex fiscal policy and school-level impact.
The Deputy Superintendent ensures that public education investments are optimized, transparent, and strictly compliant with state and federal laws. By overseeing multi-year budgeting, financial compliance, and district-level operational accountability, this role protects the integrity of education funding. Furthermore, as a key public and legislative representative, the Deputy Superintendent champions the department's vision before lawmakers, government partners, and the public to build a sustainable, bright future for Nevada's schools.
Essential Qualifications Candidates must possess a Bachelor's degree, Master's degree preferred, in finance, accounting, or related field, with at least five years of management responsibility, preferably in a public sector environment, or an equivalent combination of experience and/or education. The ideal candidate will have a proven ability to prepare and work with large government budgets; to read, analyze, and interpret statutes and regulations; possess strong computer and communication skills and the ability to manage a large staff and complex projects. An understanding of federal and state laws pertaining to public accounting and finance and a thorough knowledge of financial reporting are required.
Experience working with large complex grants and with program audits/accountability is required; experience with data systems and information technology preferred. Excellent verbal and written communications skills, with the ability to interface with staff, the public, legislators, and other municipalities, state and federal regulators are also required. Job Duties Fiscal Management & Strategic Planning Multi-Year Budgeting: Developing and monitoring multi-year operating budgets, including financial projections, fiscal notes, and reporting.
Facilities & Long-Term Planning: Engaging in multi-year financial planning and assisting in the preparation of multi-year facilities plans. Financial Impact Modeling: Projecting the local, state, and national financial impacts of decisions on the operations of the State and local school districts, public charter schools and University schools for gifted children. Resource Optimization: Advising the Superintendent and grant managers on how to maximize the use of available resources.
Compliance, Policy & Accountability Financial Compliance: Oversight of establishing procedures sufficient to ensure compliance with financial laws, regulations, and standard business practices, as well as adherence to Generally Accepted Accounting Principles (GAAP). Policy Administration: Oversight of developing and administering fiscal regulations, policies, and procedures. Funding & Oversight: Directing the fiscal administration of programs to fund school districts, charter schools, and subrecipients.
Accountability Research: Conducting research, recommending strategies, and developing new processes to advance the financial and operational accountability of districts and schools. Legislative & Rulemaking Proceedings: Participating in legislative and administrative hearings and rulemaking proceedings. Leadership & Stakeholder Relations Public & Legislative Representation: Representing the Department publicly through media appearances, conferences, councils, committees, public information campaigns, and testifying before the Nevada Legislature.
Superintendent Proxy: Representing the Superintendent on committees and at public functions on an as-needed basis, and speaking to professional bodies. Interagency Collaboration: Establishing and maintaining cooperative relationships with local, state, and federal government partners. Strategic Vision: Helping define and achieve the performance-driven, results-oriented vision, mission, goals, and objectives of the Department.
Knowledge, Skills, and Abilities Hard Skills: * Fiscal & Budget Management: Comprehensive oversight of state, federal, and categorical funds. * Education Funding Plan Administration: Experience with State education funding models. * Financial Accounting: Indirect oversight of payroll and accounts payable/receivable (AP/AR).
* Auditing & Reporting: Indirect management and oversight of district-level compliance audits and financial reporting. * Regulatory Interpretation and Compliance: Ensuring accurate and thorough interpretation of and adherence to state laws, education rules, and regulations. * Contract Administration: Managing and enforcing legal and operational contracts.
* Multi-Site Workforce Supervision: Directing staff and operations across separate regional locations. Soft Skills * Executive Leadership: Directing and guiding high-level administrative teams. * Strategic Collaboration: Working effectively in a highly matrixed, team-focused environment.
