POSITION SUMMARY The Aviation Grant Administrator position will act as an agency liaison for Butler, Fairman & Seufert, Inc. (BF&S) and its clients with the Federal Aviation Administration (FAA) and State Departments of Transportation (DOTs) for aviation grant administration for planning, design, and construction projects. The position will work closely with BF&S Aviation Project Managers and Engineers, multiple airport clients, FAA and DOTs to position projects for success.

The position, in addition to the agency liaison role, will oversee aviation planning elements and grant administration. ESSENTIAL DUTIES AND RESPONSIBILITIES Comprehensive knowledge and understanding of the FAA AIP Grant Process Generate FAA grant pre-applications, applications based on bids, Sponsor Certifications, and other support documentation and submit to the FAA for review and consideration of grant offer for planning, equipment procurement, design, and construction grants. Generate monthly status reports for assigned clients including necessary board action items, such as grant applications, pay requests, and quarterly reports.

Attend client board meetings on an as-needed basis in person or virtually. Generate monthly pay requests to the FAA and applicable State DOT and enter into FAA's Delphi eInvoicing system. Generate and send to State DOT a Contract Invoice Voucher for EFT to sponsor for Federal and State shares.

Track grant progress and drawdown on a month-by-month basis. Coordinate construction contractors monthly progress estimates and certified payrolls with BF&S construction department. Generate FAA Quarterly Performance Reports and annual Federal Financial Report.

Generate and submit final grant pay request and required supporting documentation. Prepare and manage grant applications and active grants through State DOTs for aviation clients. Maintain diligent record keeping of grant documents.

Help answer State Board of Accounts questions when clients are audited, provide Delphi reports, and help develop correction actions to audit findings. Assist clients in annual renewal of government SAM accounts Assist in drafting and coordinating congressional letters of support for specific projects. Prepare, coordinate, and manage FAA reimbursable agreements for FAA Flight Checks and NAVAIDs.

Prepare DBE goals and plans on a 3-year cycle based on CIP projects for same time period using US Census and State data and submit for FAA review and approval. Coordinate, manage, and update client Capital Improvement Plans, a 5 year plan of anticipated planning, design, and construction projects on an annual basis for submittal to the FAA and DOT. Coordinate, manage, and update Airport Layout Plans for limited updates including post-construction changes, pen-and-ink changes, and Exhibit A changes.

Work will be performed with assistance from aviation project manager and engineering team. Attend and participate in industry conferences with clients, peers, and colleagues (estimated 6 annually).EDUCATION and/or EXPERIENCE Bachelor's degree in aviation management, planning, engineering, political science, public policy, governmental affairs, project analysis, project management, or related field Experience in grant administration, capital planning, project management, and/or a related field Knowledge of FARs, FAA ACs, and FAA Orders that apply to airport planning and engineering Proficient in MS Office, MS Excel, BlackCat, Adobe Acrobat/Revu Bluebeam and other programs used in administration and planning. SKILLS AND ABILITIES Ability to successfully manage multiple clients and grants in various stages of completion simultaneously

Ability to participate and collaborate in project team setting and to engage in creative and critical thought. Ability to communicate effectively to project managers, team members, Federal/State agencies, clients, and contractors. Strong verbal and written communication skills Ability to effectively present information and respond to questions from groups of managers, clients, and funding agencies.

Ability to maintain organized, accurate record keeping of client grant documentation, including grant balance sheets.
