Job description

Job Announcement The City of Chandler Public Works & Utilities Department is currently seeking qualified individuals interested in joining our team as a Contract Compliance Senior Specialist (Federal Compliance Coordinator) working within the CIP division. The position is scheduled to work M-F, 8:00 am to 5:00 pm. Current City of Chandler employees may only hold one position and are not eligible for additional part-time or secondary positions within the City of Chandler.

This division is responsible for the management and coordination of the orderly design and construction of the City's capital infrastructure in the Capital Improvement Program, including procurement of professional services, design, construction and construction management for transportation, utilities, public buildings, community services and other general government improvements.

Who we are looking for This position plays a critical role in maintaining the City of Chandler's Certification Acceptance (CA) status with the Arizona Department of Transportation (ADOT), enabling the city to independently administer federally funded transportation projects on behalf of state and federal agencies. The successful candidate will serve as the city's subject matter expert on federal project compliance, reviewing and implementing requirements contained in the Certified Agency Manual and developing internal procedures to ensure compliance with Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), ADOT, and other applicable federal regulations. Responsibilities include administering and monitoring certified payrolls, reviewing time and material documentation, overseeing Disadvantaged Business Enterprise (DBE) compliance and reporting, managing prompt pay and DBE tracking systems, and ensuring federal reporting requirements are met.

During construction, the position will conduct compliance reviews of job site posters, daily reports, subcontractor documentation, pay applications, material certifications, Build America, Buy America (BABA) requirements, federal waivers, and Title VI requirements. The incumbent will establish and maintain project files to ensure audit readiness, perform internal compliance audits, review contractor penalties related to federal requirements, verify required project records and logs are maintained, and present federal compliance requirements during pre-construction meetings. This position works closely with project managers, construction managers, contractors, consultants, and regulatory agencies to ensure federally funded projects are delivered in full compliance with applicable laws, regulations, and funding requirements.

Minimum Qualifications An associate's degree or two years of college; and 2 years of experience in performing paraprofessional duties in a construction environment, including some experience in contract administration; and Obtaining ADOT Field Reports Certified Payroll Training, within 6 months of hire or promotion; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Desired qualifications Working knowledge and experience with Federal Standards (i.e., Davis Bacon, Construction, Civil Rights, HUD, FTA FAA, and FHWA Related Acts, etc.) This is a regular full-time position, subject to a 6-month probationary period
