Position is located at NASA/White Sands Test Facility in Las Cruces NM.
Job Overview
The Civil Engineer III position will provide engineering support in the design, construction, and maintenance for facilities at the NASA Johnson Space Center, White Sands Test Facility (WTSF) site; Las Cruces, NM. The Civil Engineer is responsible to review project specifications such as plan preparation, acceptance testing, evaluation of field conditions, design changes, & reports. Position will manage the civil design process and orchestrate the planning, design, cost estimating, and phased scheduling for projects.
Preference for experienced civil engineer in water resources and environmental with focus on hydrology, hydraulics, water supply, wastewater treatment, stormwater management, and environmental protection.
Responsibilities
Essential Job Duties:
  • Works independently, or with minimal supervision relying heavily on prior professional experience and knowledge of state and local regulations.
  • Performs civil design, consulting, and planning work for new construction, renovation, and improvement projects for a variety of real property facilities.
  • Primary deliverables include scopes of work, specifications documents, and cost estimates for future projects.
  • Design and calculations may include underground utilities, drainage structures, roadways, parking areas, retaining walls, foundations & slabs; structural design (concrete, steel, timber); and architectural design (interior wall systems, insulation systems, ceiling, flooring, interior/exterior coatings, roofing systems; analysis and structural modifications to existing systems).
  • Utilizes professional knowledge of civil theory, standard engineering theory and techniques, and local regulations to perform requirements, determinations, technical assistance, and conventional design work.
  • Supports civil projects during construction, including coordinating answers to Requests for Information, Change Orders, and solving problems that arise in the field.
  • Actively participates in design review committees and processes.
  • Engages engineering support personnel for CADD and GIS support during project development.
  • Serves as civil engineer-of-record for design documents and reports.
  • Prepares and presents informal and formal presentations to the customers and management.
  • Supports and participates in the company safety program.
  • Performs other related duties as assigned.

Accountable For
  • Knowledge of a broad range of civil engineering design and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
  • Ensures the highest standards are achieved and maintained in terms of safety, environmental performance, quality, and efficiency and makes recommendations for improvement when necessary.
  • Keeping up-to-date and knowledgeable of applicable industry regulations and compliance requirements.
  • Communicating effectively, orally and in writing, including the ability to make presentations to senior team and client management.
  • Effectively coordinating numerous projects simultaneously.
  • Adherence to established company safety policies and good industrial and office safety practices.
  • Compliance with company Standard Operating Procedures and Personnel policies and procedures.
  • Ability to work well under pressure and deadlines.
  • Proficiency in reading and interpreting engineering drawings, reports, and submittals.
  • Provide occasional engineering support in the field under all environmental conditions.

Job Requirements
Mandatory:
  • Bachelor's degree in civil engineering from an ABET accredited university program.
  • Minimum of eight (8) years' experience as a Design Engineer or Requirements Engineer in the field of civil engineering.
  • Skill in the use of MS Office products; Word, Excel, Outlook, PowerPoint and Adobe Acrobat Standard/Pro at an intermediate level.
  • Ability to pass pre-hire background and drug screening as required on the contract.
  • Ability to obtain and maintain the required level clearance.
  • U.S. Citizenship.
  • Valid state driver's license with acceptable driving record.

Preferred:
  • Registered as a Professional Engineer in the state of New Mexico or the ability to receive reciprocity within the introductory period.
  • Cross-discipline experience with mechanical and electrical facility projects, building automation and control networks.
  • Proficiency in Bentley MicroStation, Water GEM, AutoCAD, MS PowerPoint, Blue Beam REVU, Pipe Flow, Trane 3DS, RISA or any calculation software.
  • Experience working on a government contract or on a government.

Working Conditions:
  • Desk/office work and test area work.
  • Test area work may involve standing and directing technical personnel.
  • Field work may be necessary. Travel to remote sites/locations may be required.
  • Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility.
  • All work must be completed in a safe manner in accordance with NASA and Company safety standards.
  • Work hours are subject to change, with weekend and/or holiday work as needed. May be required to work outside normal duty hours.

Physical Requirements:
  • Work is performed primarily in an office setting. This job may involve walking, standing, bending, reaching, and handling of items weighing up to 30 pounds.
  • Work requires the ability to operate a computer, effectively communicate information in verbal and written form, read and review information.
  • Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
  • May be required to wear breathing protection (respirator), hearing protection, eye protection and other associated personal protective equipment.
