Description of Work
Position Definition: Selects and applies standard civil engineering techniques, procedures and criteria to a variety of public works planning, construction, design and land surveying projects; provides technical assistance and consultation to City Departments, Boards and Commissions; and inspects construction projects.
General Duties: Receives oral or written directions from Supervisor. Organizes and plans work according to standard procedures. Establishes priorities within work assignment. Leads in preparing plans, specifications and designs for public works projects, including street and sidewalk construction, drainage improvements and facilities improvements. Prepares preliminary costs and materials estimates for construction projects. Performs technical review and prepares commentary on permit applications in protected zones. Provides technical information and general assistance to City Departments, Boards and Commissions. Investigates drainage problems and complaints and prepares design changes as needed. Prepares, analyzes and reports in specialized engineering areas such as hydraulics and drainage. Oversees soil tests to determine sub-surface profile and characteristics of soil and water table as necessary. Prepares technical reports for the Principal Engineer, including supporting graphical and tabular data and charts as required. Reports work accomplished to Supervisor.
Additional Duties: Inspects public works projects in progress for conformity to design, materials and schedule specifications. Assists contractors, architects or others in applying for construction permits. Supervises lower professional engineers, technical aides and seasonal employees. Supervises and directs survey crew. Uses programmable calculator, drafting and specialized engineering equipment. Performs administrative and field work as directed by Supervisor.
Supervised By: Receives general supervision from the Principal Engineer or functional supervision from an engineer of higher grade.
Required Knowledge, Skills and Abilities
Knowledge of the principles and practices of civil engineering and land surveying. Knowledge of mathematical principles applied to land surveying. Ability to apply the principles of civil engineering to solve practical problems, and to resolve technical engineering problems independently. Ability to interpret a variety of instructions furnished in written, oral, diagrammatic and schematic form. Ability to use calculating and surveying equipment. Ability to develop and interpret plans and specifications. Ability to make accurate cost estimates. Ability to write engineering reports. Ability to direct the work of others. Ability to lift objects weighing 25-50 pounds. Ability to work in occasionally poor weather conditions, including heat, cold, rain or snow.
Minimum Qualifications
Bachelor's degree in Civil Engineering or Land Surveying
AND
Two years of Civil Engineering experience or equivalent training and experience to satisfy requirements to obtain engineer-in-training certification or higher certification (professional engineer or licensed land surveyor).
Special Licenses/Certifications AND/OR Supplemental Information
License or Certificate: Motor Vehicle Operator's License. Certification as an Engineer-in-Training or licensed Land Surveyor or Professional engineer within two years.
