Job description

Speak4 was created by a team of experienced marketers, skilled technologists, and award-winning digital strategists who wanted a better tool to help organizations mobilize grassroots support online.

We're looking for a detail-oriented, research-driven Civic Data Operations Manager to own the accuracy, completeness, and deliverability of our official recipient data - the elected officials, legislators, and appointed representatives that advocates contact through the Speak4 platform. This role ensures that our recipient records across the United States, Canada, and Australia remain current and reliable, that committee assignments are properly maintained, and that every contact method - whether email, Congressional API, or web form - is functioning and reachable. As Speak4 expands into additional countries, you will play a key role in researching and structuring recipient data and contact methods for each new geography.

You will work daily with Speak4's internal data application to review automated scans for recipient changes - including resignations, replacements, deaths, and election results - then validate, update, and reconcile records accordingly. Beyond data accuracy, you will monitor the deliverability of contact methods across all jurisdictions: maintaining email address validity at the US state legislature level, tracking the health of US Congressional CWC API connections for the House and Senate, and ensuring web form submission routes remain accurate.

This role sits at the intersection of data integrity, civic knowledge, and digital communications reliability, requiring meticulous attention to detail, a genuine understanding of how legislative bodies are organized, and a working familiarity with email and web-based contact systems. This role reports to the Chief Technology Officer and works closely with the Product and Partner Success teams.

Responsibilities

  • Conduct daily and weekly reviews of automated data scans identifying recipient changes (resignations, deaths, replacements, special elections, general elections)
  • Validate scan results and update recipient records in the Speak4 platform, including status changes (active/inactive) and committee assignment updates
  • Monitor official government sources - federal, state/provincial, and local - to verify and supplement automated scan findings
  • Maintain the accuracy of committee and subcommittee assignments across all covered jurisdictions
  • Monitor and maintain the deliverability of all contact methods for active recipients, including email addresses, US Congressional CWC API connections (House and Senate), and web form submission routes
  • Identify and resolve email delivery failures and bounces at the US state legislature level; maintain email address accuracy for Canadian and Australian recipients
  • Track the status and health of web form (form cramming) routes and flag failures to the development team for resolution
  • Research and structure recipient data and contact methods for new countries being added to the platform, including identifying authoritative data sources, government body hierarchies, and appropriate contact channels
  • Identify patterns and gaps in data coverage and deliverability and communicate insights to the Product team
  • Document data standards, contact method protocols, update procedures, and country-specific sourcing guides
  • Coordinate with the Partner Success team to resolve client-reported data and deliverability discrepancies
  • Help improve data operations and deliverability monitoring workflows and tooling over time

Requirements

  • 2+ years of experience in data operations, political data, government research, digital communications operations, or a related SaaS operations role
  • Working knowledge of legislative and governmental structures in the United States - federal, state, and local levels
  • Familiarity with Canadian (federal and provincial) and/or Australian (federal and state/territory) government structures is a strong plus
  • Strong research skills and comfort locating authoritative civic data from official government sources
  • Working understanding of email deliverability concepts - bounce types, address validation, and email hygiene best practices
  • Familiarity with API-based contact systems or web form workflows is a plus
  • Highly organized and detail-oriented with a track record of maintaining data accuracy at scale
  • Comfort working with internal web-based tools and data management applications (no coding required)
  • Clear written communication skills, particularly for documenting processes and sourcing standards
  • Ability to manage recurring workflows and shifting priorities in a fast-paced startup environment
  • Experience with help desk, ticketing, or data tracking systems is a plus
