Job description

The Bureau of Overseas Buildings Operations, Planning and Real Estate Directorate (OBO/PRE) oversees and implements the Department of State's programs related to buildings and real estate. OBO/PRE manages a portfolio of more 3,000 functional properties and over 16,000 residential properties at over 290 U.S. diplomatic posts abroad which is supported by the expertise through its four offices. The Advisory Office (AO) provides guidance through global market expertise, process improvement, data governance, and innovation.
Job Duties:
The Data Analyst provides analytical and technical support for data asset management and real estate records, data quality, and reporting within their assigned area. This role supports coordination with the Directorate Data Lead and contributes to data management and analytics activities within the directorate. The position assists in maintaining the integrity and effective use of real property data assets and supports compliance with applicable data governance frameworks and requirements. The incumbent applies analytical, data management, and project support skills to inform data usage, real property record keeping, and reporting for PRE and provides data-driven insights to support Bureau leadership, staff, and customers.
  • Supports the development and documentation of data management policies, procedures, and standards to promote the security and integrity of organizational data assets.
  • Assists in maintaining data management protocols and procedures using established tools and practices.
  • Conducts data reviews and supports assessments of Directorate databases to help identify data quality issues and support compliance with established data governance standards. Collaborates with the Directorate Data Lead and stakeholders to identify potential data policy gaps and prepares recommendations and supporting documentation for government review.
  • Applies knowledge of data governance frameworks to support data integrity, accessibility, and proper usage.
  • Assists in interpreting regulatory requirements and translating them into draft data management guidance and documentation.
  • Coordinates with cross-functional teams to support alignment of data practices with organizational objectives.
  • Supports the development and tracking of key performance indicators (KPIs) related to project activities and portfolio metrics. Uses data analysis tools and software to prepare reports, dashboards, and visualizations.
  • Prepares summaries of findings and insights for review by government personnel.
  • Apply data modeling and analytical techniques to support identification of trends and performance metrics. Assists in maintaining data accuracy through validation activities and supports improvements to data collection processes.
  • Conducts data analysis to identify trends, findings, and limitations, and prepares written and visual summaries to support evaluation of program operations.
  • Supports the development of presentations and reports tailored to various audiences. Uses tools such as SQL, SAS, Power BI, Tableau, or similar technologies to explore data, test hypotheses, and generate insights for consideration by decision-makers. Assists in analyzing the potential impact of proposed legislation or regulations and prepares summaries for review by federal staff.
  • Supports communication of analytical findings to technical and non-technical stakeholders to aid understanding and informed decision-making. Assists in preparing briefings, reports, and other materials for internal use.
  • Coordinates with customers and stakeholders to gather data, clarify requirements, and support efforts to address performance issues. Facilitates information sharing and collaboration among stakeholders and provides updates on data-related activities, as directed. Assists in identifying challenges and preparing potential solution approaches for government consideration.
  • Performs other related duties as assigned.

Requirements
  • Required to be a United States citizen.
  • A bachelor's degree from an accredited institution and nine (9) years of related experience.
  • Demonstrated ability to apply qualitative and quantitative analytical methodologies to support evaluation and improvement of program performance.
  • Knowledge of AI tools such as developing chatbots
  • Experience working for a government agency
  • Experience working with GIS software
  • Knowledge of data governance principles and ability to support implementation of data management practices and standards.
  • Experience supporting data analysis, reporting, and visualization using tools such as SQL, SAS, Power BI, Tableau, or similar technologies.
