Job Summary:
We are seeking a Senior Project Manager to manage and deliver complex IT projects involving multiple teams, work streams, vendors, and business stakeholders within an aggressive delivery schedule.
The Project Manager will work under the Program Manager and be accountable for the successful delivery of assigned projects while following the Commonwealth Standard for Project Management through the PreSelect, Initiation, Planning, Execution & Control, and Closeout phases.
Key Responsibilities:
Serve as a hands-on Technical Project Manager working closely with development teams and business groups.
Coordinate and communicate with ITD management and staff regarding work tasks, priorities, and resource requirements.
Communicate project timelines, milestones, deliverables, and expectations to technical and business stakeholders.
Collaborate with vendors, consultants, and contractors throughout project execution.
Support contract management activities and coordinate with appropriate procurement offices.
Adhere to VDOT and VITA project management practices, standards, and governance requirements.
Coordinate with VDOT and VITA Project Management Offices (PMOs).
Maintain project budgets, project plans, tasks, schedules, risks, issues, and status reporting.
Disseminate project information to team members and customers according to the established communications plan.
Ensure requirements and use cases are properly documented.
Facilitate design workshops for assigned projects.
Define test objectives and develop test plans and test cases.
Manage project milestones and deliverables to ensure on-time and on-budget delivery.
Define, measure, track, and clearly communicate project progress using appropriate metrics.
Support system and application training activities.
Analyze, design, develop, troubleshoot, and implement technology solutions.
Translate business and technical requirements into detailed system specifications.
Support project activities across system analysis, design, development, testing, implementation, and troubleshooting.
Required Skills:
Strong experience managing complex IT projects involving multiple teams and work streams.
Hands-on experience working with development teams and business stakeholders.
Strong knowledge of project management tools, methodologies, practices, and governance.
Experience with both Agile and Waterfall project management methodologies.
Experience with Microsoft Project.
Strong proficiency with Microsoft Office Suite, including:
o Microsoft Word
o Microsoft Excel
o Microsoft PowerPoint
Experience with Microsoft SharePoint.
Knowledge of data modeling and interface management applications/tools.
Ability to analyze and translate business/technical requirements into system specifications.
Ability to analyze, design, develop, troubleshoot, and implement technology solutions.
Ability to program and create custom reports using standard IT application tools.
Progressively responsible experience in system analysis, design, development, testing, and troubleshooting.
Comprehensive understanding of project management methodologies.
Strong written and verbal communication skills.
Ability to effectively interact with customers, technical teams, business groups, management, vendors, consultants, and contractors.
Preferred Qualifications:
Agile Scrum Master Certification.
Previous VDOT ITD work experience.
