Environmental Scientist II
Provides mid-level technical leadership for installation environmental compliance with a primary focus on air quality and Title V permitting. Leads regulatory analysis, inspections, emissions reporting, and program oversight in support of Government mission operations. Ensures compliance with federal, state, and Navy requirements, including IDEM, USEPA, and `OPNAV M-5090.1`.

Environmental Scientist II Responsibilities Include:
  • Lead environmental compliance programs with emphasis on air quality (Title V), and support for water, waste, and `NEPA` as required.
  • Draft technical input for air pollution control source construction and operating permit applications as directed by the Environmental Program (EP) team and/or project needs.
  • Collect, validate, and document permit-related data through site visits and direct coordination with facility stakeholders.
  • Manage and support Title V permit compliance for a complex industrial installation with approximately 96 significant sources (e.g., paint booths; cleaning, coating, and plating operations; abrasive blasting units; boilers; contained detonation chamber; `APE 1236` rotary kiln incinerator; emergency generators; storage tanks; `OB/OD` operations; white phosphorous conversion plant; and manufacturing processes) and approximately 461 insignificant sources.
  • Support permit maintenance and modifications, estimating approximately 4 significant, 2 minor, and 4 administrative Title V permit modifications annually.
  • Conduct in-depth compliance audits to verify Title V requirements, including auditing insignificant activities to confirm no operational changes from permitted conditions.
  • Perform quarterly (or more frequent, as required) air source inspections and draft technical input for Title V compliance reports.
  • Maintain and update Emissions Inventories and related compliance documentation required by IDEM, USEPA, Navy guidance, and the Title V permit.
  • Develop, compile, and submit permit-required deliverables to the EP Manager and Air Program Manager, including:
    • Annual Compliance Certification
    • Annual Emissions Inventory Report
    • Quarterly Compliance Reports
    • Semi-Annual Continuous Emissions Monitor Reports
    • Semi-Annual Boiler Certification
    • Annual Boiler Tune-Up Report
    • Annual Greenhouse Gas Report
    • Annual Navy emission report
    • Other permit-required reports as identified
  • Coordinate compliance testing with Government personnel, contractors, and regulators, including development of testing plans/protocols, regulator communications, onsite support before/during/after testing, and coordination of public notices, extension letters, and other supporting actions.
  • Ensure sampling and field/lab testing is executed under an approved `QAPP` (approved by the Contractor QAM and accepted by the NSWC Crane EP QAM, applicable `IEPD`, and Environmental Media Manager).
  • Research regulatory requirements and develop permit applicability determinations (estimated twelve per year).
  • Lead and execute key elements of the Ozone Depleting Substances (`ODS`) compliance program, including:
  • Completion of required regulatory forms, plans, and specifications
  • Calculation of ODS leak rates; notification of EP for all reportable leaks
  • Performance of at least one annual ODS program audit to confirm compliance with federal, state, and Navy requirements
  • Maintenance of required certifications and registered reclaim equipment; reclaim ODS into compliant vessels
  • Maintenance of reclaimed ODS inventory with monthly submittal to the Government
  • Completion of annual compliance inspections of the ODS program
  • Serve as a trusted technical advisor to Government clients and represent the program professionally in regulatory and stakeholder engagements.
  • Performs other job-related duties as assigned

Environmental Scientist II Experience, Education, Skills, Abilities requested:
  • Bachelor's or master's degree in environmental science, Environmental Engineering, Chemistry, or a related field.
  • 10+ years of progressively responsible experience in environmental compliance, with significant experience in air quality and permitting (Title V preferred).
  • Demonstrated expertise with federal and state environmental regulations and compliance frameworks (e.g., `CAA`, IDEM requirements, USEPA programs, and applicable Navy policy including `OPNAV M-5090.1`).
  • Proven ability to lead audits, inspections, emissions inventory development, and complex recurring reporting cycles.
  • Strong technical writing skills with a track record of producing permit applications, compliance reports, and regulator-facing documentation.
  • Ability to conduct field/site work, verify operational data, and coordinate across multidisciplinary teams.
