Job description

Turning Point Global Solutions is seeking an experienced ProjectManager to lead the design, development, and deployment of a cloud-based system for the Maryland State Department of Education (MSDE). Prior experience with similar systems in state government environments is critical to the success of this position.
The Project Manager will serve as the primary point of contact between the client and the TurningPoint development/delivery team, owning all aspects of project governance, Agile execution, risk management, and stakeholder communication throughout the period of performance (POP).
Location: Hybrid; Baltimore, Maryland
Key Impacts Include
Responsibilities:
  • Lead end-to-end project delivery using an Agile/PMBOK hybrid methodology, managing sprints, releases, and milestone deliverables across a multi-disciplinary team.
  • Serve as the primary liaison between MSDE and TurningPoint, managing stakeholder expectations, facilitating decision-making, and escalating issues proactively.
  • Own and maintain the Implementation Plan, including Solution Roadmap, Agile Implementation Plan, Interface Control Document, and Disaster Recovery Plan, with weekly updates per contract requirements.
  • Drive on-time delivery of all contract milestones including MVP go-live, UAT, security documentation, and O&M transition.
  • Manage a formal deliverable review and acceptance cycle with the MSDE Contract Monitor, including DPAF (Deliverable Product Acceptance Form) submissions for every contractual deliverable.
  • Oversee monthly status reporting (Red/Yellow/Green dashboard) throughout the pre-production and go-live phases.
  • Ensure conformance to CMMI Maturity Level 5 and TurningPoint's Digital Playbook.

What We're Looking For
Required Qualifications
  • 5+ years of project management experience leading complex IT system development/implementations, in government contracting environments.
  • Demonstrated hands on experience managing Agile teams including sprint planning, backlog grooming, retrospectives, and release management.
  • Strong experience managing government contract deliverables including milestone-based payment structures, formal acceptance processes, and contract compliance.
  • Experience coordinating with state or federal agency stakeholders including managing formal review cycles and written acceptance processes.
  • Excellent written and verbal communication skills; ability to produce professional deliverables meeting government quality standards.

Preferred Qualifications
  • PMP certification (active).
  • Agile certification: CSM, PSM, SAFe, or DASM.
  • Master's degree in Information Technology, Project Management, Business Administration, or related field.
  • Prior experience on Maryland state government contracts or familiarity with Maryland DoIT SDLC and procurement processes.
  • Proven track record delivering cloud-hosted web applications or marketplace platforms on schedule and within budget.

In compliance with pay transparency requirements, the salary range for this role is $130,000 to $145,000. This salary is a general guideline only as compensation decisions are based on relevant experience and educational qualifications.
