Advanced Contracting Specialist - Team Lead Joint Base Langley-Eustis (JBLE), VA 23665 (Hampton) Active TS/SCI Clearance Required | Full-Time On-Site Lead High-Impact Defense Acquisition Operations Bailey Information Technology, LLC is seeking an experienced Advanced Contracting Specialist - Team Lead to support mission-critical acquisition operations Joint Base Langley-Eustis (JBLE), VA 23665 (Hampton). In this senior-level role, you will serve as the lead on-site contracting resource supporting the Acquisition Management Integration Center (AMIC), partnering directly with Air Force Contracting Officers to execute complex acquisition strategies, oversee high-visibility contract actions, and mentor acquisition professionals supporting national defense priorities. This opportunity is ideal for seasoned acquisition professionals who excel in fast-paced DoD environments and are ready to lead sophisticated contracting efforts that directly support Air Force operational readiness and mission success.

This is a full-time, on-site position requiring an active TS/SCI clearance. Position Details * Location: Joint Base Langley-Eustis (JBLE), VA 23665 (Hampton) * Labor Category: Contracting Support - Advanced - Team Lead * Position Type: Full-Time | On-Site * Security Requirement: Active TS/SCI Clearance Required Responsibilities * Serve as the senior on-site contracting resource, providing technical oversight, workload management, and professional development for assigned Basic and Journeyman personnel. * Lead source selection activities including development of evaluation criteria, documentation of findings, and preparation of legally defensible selection records.

* Execute the full range of pre- and post-award contracting activities across complex, high-value acquisitions using agile contracting methods including Commercial Solutions Openings (CSO), Broad Agency Announcements (BAA), and Other Transaction Authorities (OTA). * Apply defense and agency-level FAR supplements and procedures - including DFARS and AFFARS - to ensure compliant and defensible acquisition outcomes. * Conduct and document advanced cost and price analyses, develop acquisition strategies, and support Contracting Officers on the most complex actions in the portfolio.

* Engage directly with mission partners, program managers, and senior Government stakeholders to provide acquisition guidance, training, and procurement assistance. * Maintain acquisition milestone discipline across assigned workload and ensure consistent documentation standards across the team. * Provide advisory and analytical support to Government contracting officers and acquisition teams (does not perform inherently governmental functions).

Qualifications Required * Active Secret clearance required. TS/SCI required for on-site performance and must be obtainable. Personnel may perform duties with Secret clearance while TS/SCI eligibility is being adjudicated, as authorized by the Government.

* Bachelor's degree with focus in Accounting, Finance, Business Administration, Law, Economics, Public Administration, Managerial Administration or related business discipline. * 10+ years of experience as a contracting specialist in a federal government organization. * 5+ years of experience supporting contracting officers on mid-level acquisition efforts.

* 10+ years of experience supporting complex, high-dollar, and enterprise-level acquisitions, including source selections and major contract actions. * DAWIA Level II certification, Back to Basics Contracting Professional certification, or equivalent. * Working knowledge of Federal Acquisition Regulation (FAR) and its supplements, including current Revolutionary FAR Overhaul (RFO) changes, defense-level supplements, and agency-specific procedures.

* Experience with Wide Area Workflow (WAWF), Contract Closeout Module, SharePoint, and Records Application Management (RMA) or similar federal Government procurement applications. * Proficiency in contract writing and filing systems, as well as Microsoft Office applications. * Demonstrated experience in simplified acquisition of commercial items, fixed price contracts, contract closeout, and brand name justifications.

* Demonstrated experience in source selection, acquisition planning, milestone development, cradle-to-grave contracting, and cost contracts. * Demonstrated experience leading and supervising contracting professionals in a fast-paced DoD acquisition environment. * Proficiency in agile contracting methods including CSO, BAA, and OTA.

* Familiarity with FAR Parts 5, 6, 10, 11, 12, 13, 15, 16, 19, 31, 33 and 37 as applicable to commercial and simplified acquisitions. * Strong written and verbal communication skills with the ability to produce clear, accurate, and defensible acquisition documentation. Desired * Experience supporting Air Force or other DoD contracting offices at the command level.
