About the Opportunity

DMI, LLC is seeking a Project Manager to lead day-to-day contract delivery for the American Battle Monuments Commission's Microsoft Enterprise Support Services contract, overseeing all CLINs, quality control, and stakeholder reporting. This role serves as the primary point of contact with the ABMC Contracting Officer and COR, ensuring that SLA commitments, deliverable schedules, and contract compliance obligations are met across a Microsoft 365, Azure, and Power Platform environment. The Project Manager works closely with all key personnel to maintain program velocity and governance integrity throughout the base year and option periods.

Duties and Responsibilities:

  • Develop and deliver the Program Management Plan within 10 business days of contract award, establishing baselines for scope, schedule, risk, and deliverable ownership across all CLINs.
  • Produce and submit the Monthly Contract Status Report covering completed work by CLIN, hours used, schedule progress, open risks, deliverable status, ticket trends, service level results, and decision points requiring ABMC input.
  • Notify the Contracting Officer and COR in writing when authorized hours or funding reaches 80% of the applicable ceiling. 
  • Manage key personnel availability, providing written notification to the CO/COR within one business day if a key team member becomes unavailable, and submitting a qualified replacement candidate within five business days.
  • Coordinate CLIN 0001 transition activities, including access and dependency tracking, documentation gap assessment, risk register maintenance, and readiness reporting.
  • Oversee the Quality Control Plan (QCP) and corrective action processes, issuing formal Corrective Action Plans when required by the PWS.
  • Manage CO-authorized work scope, ensuring no work is performed outside CO authorization and that no billable hours are charged for replacement personnel onboarding.
  • Serve as primary liaison between ABMC leadership, the CO/COR, and the technical delivery team, facilitating escalation resolution and change control decisions.
Qualifications

Education and Years of Experience:  

  • Bachelor's degree in Information Technology, Business Administration, or a related field.
  • An equivalent combination of education and eight or more years of directly relevant federal IT program management experience will be considered in lieu of the degree requirement.
  • 7+ years of experience managing federal IT services contracts in a program or project management capacity, including direct client-facing responsibility with government Contracting Officers and CORs.

Required Skills & Certifications: 

  • Demonstrated experience managing Time and Materials and Firm-Fixed-Price CLINs concurrently, including invoice accuracy, ceiling tracking, and deliverable compliance.
  • Proficiency with ITSM and project management platforms (ServiceNow or equivalent ticketing system, Azure DevOps or equivalent sprint tracking). 
  • Experience producing Program Management Plans, Monthly Status Reports, and Corrective Action Plans as formal government deliverables.
  • PMP certification (Project Management Professional). DMI recommended minimum.
  • Strong working knowledge of GSA MAS IT Schedule contract administration requirements.

Preferred Skills & Certifications: 

  • ITIL 4 Foundation certification or higher.
  • Experience supporting Microsoft 365 or Azure managed services programs in a federal civilian agency environment.
  • Familiarity with change control board (CCB) processes and Section 508 acceptance procedures.
  • Prior experience managing contracts with multiple interdependent CLINs under a T&M ceiling structure.

Background Requirements: Must possess or be eligible to obtain and complete a Public Trust background investigation and/or a Public Trust clearance.
