Job Duties

For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K-12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.
The Virginia Lottery has an immediate opening for a Digital Design and Creative Manager to join our Digital Technology Services team.
The position will work closely with the Sprint/Product teams with the primary goal of defining and executing digital experience, creative strategy, and modern user engagement initiatives across web, mobile, multimedia, and emerging technology platforms. This role leads a multidisciplinary team of UI/UX designers, creative professionals, multimedia specialists, and front-end experience contributors while remaining actively involved in hands-on design, prototyping, and technology implementation efforts.
The role requires a unique combination of strategic leadership, creative vision, technical expertise, and practical execution using current technologies and modern design methodologies. The ideal candidate possesses deep experience across multiple media formats and platforms, including digital experience design, interactive media, branding, front-end technologies, and AI-assisted creative tools such as image generation and intelligent content creation platforms.

Essential duties will include:
Strategic Leadership & Innovation
Define and lead the organization's digital experience, UX, and creative technology strategy across all customer-facing platforms.
Drive innovation in user engagement, digital storytelling, visual communication, and interactive experiences leveraging both traditional and AI-assisted creative technologies.
Establish standards for UX, UI, accessibility, branding, multimedia production, and design system governance.
Partner with leadership, technology teams, and business stakeholders to align creative initiatives with organizational goals and modernization strategies.
Hands-On Experience Design & Technology Execution
Actively contribute to UX strategy, interface architecture, prototyping, visual design direction, and digital experience implementation for high-profile initiatives.
Provide direct oversight and practical involvement in modern web and application experiences using current frameworks, component libraries, and front-end technologies.
Collaborate closely with developers to ensure technical feasibility, quality implementation, accessibility compliance, and responsive user experiences.
Support design-to-development workflows and contribute to scalable experience frameworks and reusable design systems.
AI-Enabled Creative & Multimedia Leadership
Lead the exploration and adoption of AI-assisted creative technologies including image generation, visual concept development, intelligent content creation, and multimedia enhancement tools.
Guide teams in leveraging AI responsibly to improve creative workflows, accelerate ideation, and enhance digital experiences while maintaining brand quality and creative integrity.
Evaluate emerging AI technologies and identify opportunities to improve design efficiency, personalization, visual storytelling, and customer engagement.
Oversee creative execution across web, mobile, video, presentations, social media, interactive content, and multimedia campaigns.
Team Leadership & Development
Lead, mentor, and inspire a high-performing team of UX designers, UI specialists, visual creatives, multimedia professionals, and front-end contributors.
Foster a collaborative culture focused on innovation, creativity, usability, accessibility, and continuous improvement.
Drive talent development, workforce planning, performance management, and cross-functional collaboration initiatives.
Promote agile delivery practices and modern design thinking methodologies.
Note - This position requires in-office work three days per week including Tuesday and Wednesday.
Minimum Qualifications

Bachelor's degree in UX Design, Digital Media, Graphic Design, Human-Computer Interaction, Computer Science, or related field.
10+ years of progressive experience in UX, digital experience, creative technology, multimedia design, or related disciplines.
5+ years leading multidisciplinary design and creative teams in enterprise environments.
Demonstrated hands-on experience with modern digital technologies, front-end experience delivery, and enterprise digital platforms.
Strong portfolio showcasing work across multiple media formats including web, mobile, video, branding, interactive media, and digital campaigns.
Experience using or leading initiatives involving AI-assisted creative tools, including image generation technologies and intelligent design workflows.
Deep understanding of accessibility standards, responsive design, design systems, and user-centered design methodologies.
Exceptional leadership, communication, collaboration, and stakeholder engagement skills.
Experience with enterprise CMS and digital experience platforms such as Sitecore, Adobe Experience Manager, or similar technologies.
Familiarity with HTML5, CSS, JavaScript frameworks, component-based UI architecture, and modern front-end development practices.
Experience leading digital transformation or experience modernization initiatives.
Knowledge of motion graphics, video production, multimedia storytelling, and generative AI workflows.
A comparable amount of training and experience may be substituted for the minimum qualifications.
