HumanTouch, LLC is looking for an experienced CPIC Analyst that will be responsible for the following:ย 

  • Facilitates and supports the execution of the agencyโ€™s CPIC development and IT Portfolio Management analysis processes.ย 

  • Supports the CPIC team by providing in-depth analysis to support decisions to invest in technology resources.ย 

  • Develops and supports CPIC/IT Portfolio analysis and implementation processes, policies, and procedures to maintain and improve CPIC and portfolio process performance and efficiency.ย 

  • Identify opportunities for efficiencies in the work process and innovative approaches to completing the scope of work.ย 

  • Collaborates with the CPIC team and other workstreams on IT Portfolio Management analysis by performing portfolio data analysis, IT asset investment allocations, security selection, and portfolio repositioning, based on mission area portfolio requirements.ย 

  • Conduct relevant research and data analysis and create reports.ย 

  • Support the development and implementation of criteria to be utilized during the CPIC and IT Portfolio Management process.ย 

  • Maintain responsibility for the completion and accuracy of work products.ย 

  • Supports the CPIC team by compiling investment and acquisition data in authoritative repositories including SharePoint to provide and analyze data to enable data-driven decisions by management and senior government leaders.ย 

  • Assists and supports CPIC team with monitoring enterprise investments and performs various reviews and analysis to ensure IT investments perform according to plan.ย 

  • Supports the CPIC team with developing tools, templates, and other mechanisms to facilitate data and information compilation and analysis to support investment management process activities.ย 

  • Assists CPIC team and client with IT Portfolio reviews, CPIC artifacts, and outreach reports, and supports all CPIC phases and IT Portfolio Management process with analysis and investment planning, coordination, and support.ย 

  • Assists CPIC team and client with evaluating IT acquisition and performance management data and artifacts, e.g. Business Cases, Acquisition Strategies/Plans, Budget requests, Operational Analysis and Risk Management plans.ย 

  • Assists in the development and management of recurring reports and dashboards.ย 

  • Support the OMB FedStat, PortfolioStat, Integrated Data Collection (IDC) and TechStat along with annual CIO Portfolio Reviews and the Federal Information Technology Acquisition Reform Act (FITARA) throughout USDA.ย 

  • Support the IT investment planning process throughout USDA and monitor those investments as they progress over time to ensure that the investments actually produce the planned benefits.ย 

  • Work closely with Investment Managers to improve the quality of business case submissions in AgMax, develop supporting artifacts, and pass Integrated IT Governance Framework (IITGF) decision gates.ย 

Role Requirements:ย 

  • Eligible for Public Trust clearance.ย 

  • Bachelorโ€™s degree in technology management, Information Systems, Finance, or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.ย ย 

  • Minimum of 2 to 3 years performing CPIC and/or IT Portfolio Management planning and analysis activities for a federal client, and experience supporting the development of Capital Planning and Investment Control (CPIC) and/or IT Portfolio management processes, analysis and providing related strategic analysis and guidance.ย 

  • Understanding of the development and role of organization strategy, enterprise architectures, and program/project management, business case analysis, and how they inform IT investment decisions using and implementing CPIC and TBM.ย 

  • Experience with Project & Portfolio Delivery and leading major high-profile portfolios within agreed parameters of time, and cost.ย 

  • Experience with developing Dashboards and reports with accurate financial data, including trend analysis, expenditures, and forecasting, supporting CPIC Phases development and implementation.ย 

  • Experience using technical tools, performing data consolidation and analysis for special programs. leading special projects and producing metrics, measurements, and trend reports.ย 

  • Process-oriented, supporting process improvement initiatives with IT Portfolio performance and financial analysis.ย 

  • Ability to collaborate effectively with stakeholders to establish strong partnerships and deliver exceptional value.ย 

  • Ability to critically think to the existing environment for process opportunities.ย 

  • Experience collaborating with various departments across the organization to provide value-add analytics and critical thinking on ad hoc projects.ย 

  • Ability to manage multiple tasks and deadlines with attention to detail, communicate effectively and deliver presentations to senior leaders.ย 

  • Must be passionate about contributing to an organization focused on continuously improving consumer experiences.ย 

  • Comfortable and skilled in operating in a complex operational matrix organization.ย 

  • Experience preparing written materials for project leadership and client deliverables.ย ย
