Function

Manage the day-to-day operations of the Taking Care of Business TCB Ambassadors program, advancing the program’s goals of maintaining clean, welcoming commercial corridors, supporting neighborhood business vitality, and creating meaningful employment opportunities for Philadelphia residents.

Supervise Ambassador teams responsible for corridor cleaning, public trash can maintenance, and the upkeep of streets and public spaces throughout Kensington, Port Richmond, and Fishtown. Build and maintain strong relationships with business and property owners by providing responsive corridor cleaning services and addressing corridor maintenance needs within the scope of the TCB Initiatives. Support the growth of the Ambassadors program as a workforce development initiative through on-the-job training and professional development.

Oversee NKCDC’s implementation of the City of Philadelphia’s TCB contract, ensuring compliance with program requirements, performance standards, reporting obligations, budgeting, and invoicing. Collaborate closely with NKCDC’s Economic Development team and corridor stakeholders to support neighborhood revitalization efforts and foster attractive, well-maintained business districts that benefit businesses, shoppers, employees, and the broader community.

Funding

This position is 100% funded by TCB (Taking Care of Business Funds).

The position and the funding for it will be reviewed annually in line with our fiscal calendar year (July 1).

TCB Corridor Coordinator, Lead TCB Ambassadors (2), and TCB Ambassadors (6-10)

Responsibilities

Grant Execution & Compliance:

• Manage implementation of the Taking Care of Business grant in compliance with grant, contract, budget, invoicing, and reporting requirements.
• Track performance measures, program outcomes, and service data; use results to support reporting and operational improvements.
• Support grant applications, renewals, contracting activities, and pursuit of additional resources aligned with program and organizational goals.

Program Leadership & Coordination:

• Develop annual, monthly, weekly, and daily corridor work plans, including corridor performance goals and metrics.
• Monitor program outcomes, identify service gaps, and make or recommend operational improvements.
• Coordinate TCB activities with NKCDC Economic Development initiatives and other departments as assigned.
• Revisit, resolve, or escalate unresolved sanitation concerns to improve service outcomes.

Corridor Maintenance, Field Operations & Daily Service Delivery:

• Perform corridor cleaning, litter and debris removal, bag pickup, dumping, power washing, and beautification work alongside team members; the TCB Manager is expected to work in the field approximately 60% of the time.
• Oversee daily steward routes, assignments, schedules, and coverage; adjust tasks as needed to maintain reliable service.
• Maintain NKCDC-owned trash cans, corridor street furniture, and public-space cleanliness within assigned corridors.
• Conduct quality control inspections to monitor trash levels, cleanliness conditions, route performance, and service needs.
• Address route challenges, delays, safety concerns, and operational barriers promptly; communicate issues to the Vice President and Human Resources as appropriate.
• Document field conditions and code violations, submit photos to 3-1-1 when appropriate, and complete operational reporting such as bag totals, route photos, incident reports, inventory and uniform requests, maintenance logs, and daily updates.

Vehicle, Equipment & Supply Operations:

• Safely operate vehicles and equipment, including UTVs, pickup trucks, dump trucks, power washers, trash carts, and related cleaning tools.
• Conduct basic vehicle and equipment checks before and after use; report incidents, maintenance needs, and safety concerns promptly.
• Track service needs, equipment usage, and inventory; maintain the organization, cleanliness, and accountability of tools, equipment, protective uniforms, and supplies.

Community Engagement & Special Projects:

• Build and maintain responsive working relationships with business owners, property owners, residents, corridor stakeholders, and community partners.
• Support outreach, special projects, and corridor improvement activities in coordination with the Economic Development Manager and other NKCDC departments.

Team Leadership, Supervision & Accountability:

• Model professionalism, reliability, teamwork, respectful communication, and safe work practices while reinforcing clear expectations for staff performance and conduct.
• Support onboarding, training, coaching, and staff development for stewards on corridor maintenance standards, safety practices, documentation, and proper tool and equipment use.
• Create staff schedules, approve timesheets, review PTO requests, conduct performance evaluations, and support hiring, corrective actions, and employment separations in partnership with leadership and Human Resources.
• Address day-to-day performance or conduct concerns; elevate policy compliance, safety, or workplace conflict issues as appropriate and help maintain a respectful, inclusive, and supportive work environment.
• Develop, implement, and enforce safety plans, policies, and trainings in partnership with leadership and Human Resources.
• Set and reinforce expectations for attendance, communication, documentation, work completion, safety practices, and professionalism.

Compensation

The pay rate for this position is $77,196.39/yr. with a full-time schedule, 35 work hours per week. To counter pay inequality and uphold internal parity, we use a non-negotiable starting salary system, while benchmarking our pay to competitive markets in the nonprofit sector. Excellent benefits include an HMO health plan, long- and short-term disability insurance, life insurance, paid time off, and a 403(b)-retirement plan. Work hours are between 7am-5pm, from Monday through Saturday. This position will start on-site at our central office, 2771 Ruth Street, Suite 1, Philadelphia, PA 19134.

Our hiring process includes a 20–30-minute interview with HR, followed by an in-person interview with the hiring manager, and finally an hour-long “panel” interview with 3-10 staff members. Reference checks are conducted after the final interview.

• Previous field work experience, such as cleaning, maintenance, construction, landscaping, sanitation, or similar hands-on work.
• Previous supervisory or people management experience, including coaching, performance feedback, staff accountability, schedule management, and day-to-day team support.
• Experience with basic budgets, operational reporting, staff documentation, recordkeeping, or related administrative responsibilities.
• Strong communication and relationship-building skills, with the ability to work effectively with staff, funders, business owners, property owners, residents, community organizations, and other stakeholders with diverse backgrounds.
• Ability to work independently and collaboratively, exercise sound judgment in the field, and know when to elevate concerns to leadership or Human Resources.
• Basic knowledge of corridor maintenance, cleaning, minor repairs, trash maintenance, and safe use of related tools and equipment.
• Comfort using smartphones, Microsoft suites, outlook emails, and digital reporting tools to document field conditions, submit photos, track service needs, and complete operational updates.
• Familiarity with commercial corridors in Kensington, Fishtown, and Port Richmond.
• Experience with inventory management, transportation logs, vehicle or equipment tracking, or similar operational systems.
• Ability to perform physical labor, including walking, standing, bending, lifting, and carrying items such as trash bags, tools, supplies, or street furniture.
• Must be able to lift at least 25 pounds and walk or stand for extended periods.
• Comfortable working outdoors in all weather conditions, with occasional exposure to noise and other environmental factors.
• Organized, detail-oriented, self-motivated, and able to balance multiple priorities in a fast-paced field environment.
• Proactive problem-solver who can respond to unexpected situations efficiently and professionally.
• Community-minded and committed to neighborhood improvement, public-space stewardship, and respectful collaboration with people from diverse backgrounds.
