Position: Director of Development Services
Department: Engineering
FLSA Status : Exempt
Status: Full Time
DESCRIPTION
Under general administrative direction, the Director of Development Services plans, directs, manages, and coordinates the operations and activities of the Development Services Department. This position provides leadership for engineering, planning and zoning, building inspections, code enforcement, development review, and related community development functions to ensure orderly growth, compliance with applicable laws and codes, and effective customer service to residents, developers, and other stakeholders.
QUALIFICATIONS
  • Bachelor's degree in public administration, planning, engineering, or a related field.
  • Ten or more years of progressively responsible experience in development services, planning and zoning, building inspection, code administration, or a closely related municipal field; or an equivalent combination of education and experience.
  • Valid Texas driver's license.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Thorough knowledge of municipal development services operations, including engineering, planning, zoning, building codes, subdivision regulations, and code enforcement.
  • Knowledge of public administration, budgeting, personnel management, and intergovernmental coordination.
  • Ability to interpret and apply ordinances, policies, plans, and technical regulations.
  • Ability to manage multiple programs, priorities, and deadlines in a public-sector environment.
  • Ability to communicate effectively, both orally and in writing, with elected officials, staff, consultants, developers, and the public.
  • Ability to prepare reports, presentations, budgets, correspondence, and policy recommendations.
  • Ability to resolve complex or sensitive issues with sound judgment and professionalism.

MAJOR DUTIES
  • Plans, organizes, directs, and evaluates the operations of the Engineering Services Department, including planning and zoning, building inspections, code enforcement, and related administrative functions.
  • Develops, implements, and monitors departmental goals, objectives, policies, procedures, and work standards.
  • Oversees development review activities, including zoning, subdivision, site development, annexation, and building permit matters, to ensure compliance with City ordinances, adopted plans, and applicable regulations.
  • Serves as the City's primary advisor on development, zoning, and land use matters for the City Manager, elected officials, boards, commissions, developers, consultants, and the public.
  • Prepares and presents staff reports, recommendations, and other materials to the City Council, Planning and Zoning Commission, Board of Adjustment, and other boards or committees as assigned.
  • Supervises, trains, evaluates, and develops department staff; makes recommendations regarding hiring, discipline, promotion, and other personnel actions.
  • Prepares, administers, and monitors the departmental budget and ensures efficient use of personnel, operating, and program resources.
  • Oversees the administration of grant programs and related funding assistance programs.
  • Coordinates departmental activities with other City departments, outside agencies, utility providers, developers, consultants, and community groups.
  • Responds to citizen inquiries, complaints, and appeals regarding departmental actions, policies, and development-related matters.
  • Represents the City at meetings, public presentations, hearings, and community events as needed.
  • Prepares for and responds to emergency operations as required; may serve in the Emergency Operations Center.
  • Performs other related duties as assigned.
