Pay Rate: $26.66/Hour on W2
Work Location: Nashville, TN 37243
Shift Hours: 8:00 AM to 5:00 PM
Work Mode: Hybrid (1 Day Onsite, 4 Days Remote)
Duration: 11 months (With a Possibility of an Extension)
Job Description
Position Summary
The Contract Analyst supports CEDEP and BGM by coordinating contract requests from intake through execution, maintaining accurate contract records, tracking procurement and renewal timelines, reviewing invoices, and supporting audit-ready contract documentation. The position works closely with program staff, fiscal, legal, procurement, and leadership stakeholders to move contracts and invoices through review efficiently and in compliance with applicable requirements.
Job Responsibilities
Ensure contract requests are complete, properly scoped, allowable, and initiated early to prevent service gaps.
Receive and triage contract requests from program staff, confirming service need, performance period, funding source, and timelines.
Develop or support development of scopes of service aligned with program intent, grant/appropriation allowability, and state contracting requirements.
Prepare or validate contract budgets, including maximum liability, line-item structure, and required budget documentation.
Identify appropriate contract action type (new contract, renewal, amendment, termination, or closeout).
Plan backward from deadlines to ensure timely contract execution and continuity of services.
Support procurement integrity and timely completion of RFA, RFGP, and related competitive processes.
Determine whether procurement must be competitive and coordinate early with procurement/competitive coordinators.
Assist in development of competitive solicitation documents using approved templates, scoring criteria, and required attachments.
Manage competitive timelines, including schedules, postings, evaluator coordination, and submission of required forms.
Ensure documentation completeness, consistency, and compliance with competitive procurement standards.
Maintain accurate contract records in Caspio and actively manage the contract lifecycle.
Initiate, route, and track contract actions (new contracts, renewals, amendments) in Caspio.
Maintain complete contract records, including vendor details, terms, funding source, maximum liability, and key milestones.
Monitor workflow status, resolve send-back items, correct documentation, and resubmit packages promptly.
Use reporting tools to track expiring contracts, renewal priorities, and open workflow items.
Review and process invoices to ensure accuracy, contract compliance, and proper documentation.
Ensure invoices are reviewed, coded, and routed for payment within required timelines.
Track invoice status and follow up on delayed or stalled payments in workflow systems.
Monitor contract spend, remaining balances, invoicing trends, and end-date risks using reports or tracking tools.
Identify and escalate risks such as overspending, late invoicing, documentation gaps, or contract expiration risks.
Provide end-to-end contract support from draft through execution, ensuring audit-ready documentation.
Coordinate with program, fiscal, legal, procurement, and leadership teams to facilitate timely contract processing.
Provide regular status updates to leadership on contract progress, execution timelines, and payment status.
Maintain organized contract files including all drafts, approvals, executed agreements, amendments, and invoice records in compliance with retention policies.
Preferred Qualifications
Experience in contract development, procurement coordination, invoice review, contract monitoring, and fiscal administration.
Proficiency in interpreting contract requirements, budgets, scopes of service, and invoice support documentation.
Strong attention to detail with the ability to maintain accurate, audit-ready records.
Experience using Excel trackers, SharePoint, and similar systems for managing deadlines, documentation, and workflow tracking.
Strong Microsoft Office skills, including Excel, Word, Outlook, and PowerPoint.
Excellent written and verbal communication skills, with the ability to collaborate effectively with internal teams, external partners, and leadership.
Ability to manage multiple priorities, track deadlines, follow up consistently, and maintain organized records.
Demonstrated ability to work independently, exercise sound judgment, and complete assignments with minimal supervision.
Experience using databases and workflow tracking systems to manage documentation and operational tasks.
