Job description

Technical Business Analyst

Location – 100% Remote

Duration – 12+ months

This Business Analyst will have extensive experience working on data projects, data lakes, data governance, and have experience working on teams responsible for migrating data off legacy platforms and standing up new systems. As we emerge from the pandemic, building, installing, and upgrading multiple programs and capabilities to protect the health of Iowans is imperative. This includes data modernization efforts, the creation of a data lake, standing up data governance, and migrating data off of our current platforms. Efforts are also under way to merge the Department of Human Services (DHS) and the Iowa Department of Public Health (IDPH) into the newly formed department of Health and Human Services (HHS).

There will be multiple medium-to-large, complex, cross division projects involving internal IT development as well as Vendor engagements to deliver on the Public Health strategy within the department of Health and Human Services. The initiatives include multiple technology initiatives to merge the Department of Human Services (DHS) and the Iowa Department of Public Health (IDPH) into the department of Health and Human Services (HHS); Infrastructure and Data Modernization (data modernization, data governance, standing up a data lake, data migration); support of many other programs building capabilities to protect the health of Iowans. These projects allow IDPH and Information Management to execute on strategy. All of these initiatives are in the very early stages. Some of these projects will include the delivery of a Request for Information (RFI) and/or a Request for Proposal (RFP). These initiatives will include both internal staff as well as vendor implementation teams and will last 12-24 months. Projects will include both waterfall and agile methodologies.

Business Analyst Job Responsibilities
  • Clearly identifies project stakeholders.
  • Performs stakeholder analysis to understand stakeholder needs and characteristics.
  • Collaborates with project sponsors to determine project scope and vision.
  • Elicits, analyzes, specifies, and validates the business needs of stakeholders.
  • Gathers customer requirements via interviews, workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods.
  • Works with stakeholders and project team to prioritize collected requirements.
  • Performs data analysis and design specifically as it relates to standing up new system.
  • Develops requirements necessary to migrate data off of legacy platforms.
  • Works with stakeholders and vendor partners to establish data governance and best practices.
  • Assists in conducting research on products to meet agreed upon requirements and to support purchasing efforts.
  • Formulates requirements for RFPs and analyzes a vendors ability to meet those requirements.
  • Analyzes and verifies requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards.
  • Translates conceptual customer requirements into functional requirements in a clear manner that is comprehensible to developers/project team, and/or vendors.
  • Creates process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.
  • Develops and conduct peer reviews of the business requirements to ensure that requirement specifications are correctly interpreted.
  • Manages and tracks the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
  • Communicates changes, enhancements, and modifications of business requirements - verbally or through written documentation - to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
  • Researches, reviews, and analyzes the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes.
  • Participates in the QA of purchased solutions to ensure features and functions have been enabled and optimized.
  • Participates in the selection of any requirements documentation software solutions that the organization may opt to use.
  • Develops and utilizes standard templates to accurately and concisely write requirements specifications.
  • Provides guidance, mentoring and/or instruction to junior staff members.
  • And other duties as assigned.
Business Analyst Qualifications / Skills
  • Experience with data projects, data lakes, and data governance.
  • Experience migrating data off of legacy platforms.
  • Able to exercise independent judgment and act on it.
  • Excellent analytical, mathematical, and creative problem-solving skills.
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Logical and efficient, with keen attention to detail.
  • Highly self-motivated and directed.
  • Ability to effectively prioritize and execute tasks while under pressure.
  • Strong customer service orientation.
  • Experience working in a team-oriented, collaborative environment.
Education, Experience, and Licensing Requirements
  • College diploma or university degree in the field of business administration, finance, or information systems.
  • Five plus years related work experience.
  • Proven experience with business and technical requirements analysis, elicitation, and modeling.
  • Experience with both waterfall and agile methodologies is a plus.
  • CBAP certification a plus but not required.

Other Essentials: This is an exciting opportunity to participate in large, complex initiatives at IDPH to expand key capabilities in the departments program as well as build out the capabilities of the project management office and merge two agencies into one. Note: Candidates must be able to clearly explain their experience working on projects involving data migrations or data lakes. They should also be able to clearly discuss their experience performing QA testing of applications as part of their previous BA roles.
