Role Overview
Responsible to support contractual sourcing execution of Steam Turbine / Steam Turbine Generator (ST / STG) supplier contracts, as they would apply to a potential Supplier's Contract for goods and/or services, to ensure that the Company maintains its maximum rights and remedies for the Supplier Contract.
Key Responsibilities
  • Manage the execution of a supplier contractual purchase order.
  • Negotiates and finalizes supplier contract to maximum benefit of Mitsubishi Power
  • Works with Mitsubishi Power Supply Chain Management, ST/STG Program Manager, legal, engineering, and projects groups to ensure back-to-back supplier contracts with prime contract guarantees and requirements.
  • Manages the execution of a supplier contractual purchase order.
  • Negotiates and issues change orders and change modifications with proper review and approvals.
  • Track and manage supplier contractual milestones such as the supplier engineering specification schedule, supplier procurement schedule, supplier manufacturing schedule, supplier delivery schedule, supplier invoice schedule, etc.
  • Strong understanding of ST / STG supplier contracts including work scope, DOR, terms and conditions, flow-down terms, guarantees, etc.
  • Negotiate with suppliers to reduce risk to Mitsubishi Power.
  • Collaborates with ST/STG Program Manager, project managers, engineering, commercial, and others to define procurement requirements such as the proposed scope of work/specifications, evaluation criteria, pricing schedule, milestone dates, budgeted contract amount, type of procurement process, subcontracting opportunities and requirements, contract term, drawings, and reference documents.
  • Coordinates with project managers to complete and issue solicitation documents; assists in the development of statements of work, schedules, work orders, and other contract requirements; and ensures that proper contractual guidelines and policy procedures are followed during the procurement process.
  • Periodically review Mitsubishi Power's Procurement Procedures, Terms and Conditions to enhance the procurement process and ensure that the Company is properly protected.
  • Reviews contracts for goods and services. This activity may include soliciting and acquiring contracts, evaluating bids, negotiating terms, drafting contracts, reviewing contracts drafted by the legal team, overseeing the execution of contracts, and extending contracts. The individual may be called upon to provide legal interpretation in all areas of contracting.
  • Minimizes the liability of their employer by cautiously confirming prospective contractors' qualifications and credentials. For example, Construction contractors might need to carry general liability insurance and confirms that the applicant has all the necessary documentation and that documents are up to date.
  • Provide recommendations to Mitsubishi Power regarding the negotiations of Contract Terms and Conditions, Flow-down Terms, and Guarantees.
  • Advise Senior Management and ST/ STG Program Manager of any commercial issues affecting current and future Supplier Contract activities.
  • Apply extensive expertise and job knowledge to develop innovative solutions to unusually complex problems requiring the regular use of ingenuity.
  • If necessary, negotiate Terms and Conditions with suppliers and coordinate with legal.
  • Interprets and communicates purchasing procedures and policies to departments, vendors, and staff.
  • Reviews requests for the procurement of construction, engineering services, and other procurements as assigned; analyzes the requirement and determines the method of procurement; reviews justifications for sole source and prepares documentation; determines the applicability of requirements.
  • Conducts research, prepares solicitation and contract documents, and issues them in accordance with company and generally accepted procurement policies and procedures, federal and state laws, and contracting regulations incorporating provisions such as cost accounting standards, and in accordance with socioeconomic programs such as diversity, business, and sustainability.
  • Analyzes bids for responsiveness/responsibility and proposals for conformance with the solicitation; and performs cost or price analysis, including review of cost breakdowns to determine reasonableness.
  • Participates, coordinates, or supports departments in invoice payment to ensure timely payment to vendors; performs contract administration and contract close-out functions in accordance with contractual requirements; assists project team members relative to acceptance of work performed, final payment, and delivery of all final products and materials, including warranties, manuals, and as-built drawings; and participates in dispute resolution and claims settlement.
  • Provides support to the division on matters as directed; serves as staff on selected committees and task forces; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively.
  • Develop and implement procedures for new or existing contracting programs or project areas, as well as assess the effectiveness of contracting policies and procedures in meeting our mission, organizational objectives, and requirements.
  • No direct reports.
  • Travel up to 30%.
  • Perform other such duties as may be required.

Requirements
  • Bachelor's Degree (Masters preferred) in Business or Engineering from an accredited college or university; and as a minimum 5 - 10 years of supplier contracts experience in the power generation industry (Steam turbine, steam turbine generator specific experience highly preferred); OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities has been achieved.
  • Ability to read, analyze, and interpret general business periodicals, engineering drawings, engineering specifications for material, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to perform necessary calculations to satisfy job requirements.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Basic personal computer skills including electronic mail, word processing, spreadsheet, and basic database. SAP experience a plus.
