A Contract Payroll Manager is a professional responsible for overseeing the payroll process within an organization on a temporary or contractual basis. They ensure that employees are paid accurately and on time, manage payroll compliance, and often implement payroll systems or processes. Contract Payroll Managers may be hired to cover staff absences, manage transitions, or handle increased workloads. Payroll Manager (US & International) — Hybrid | Richmond, VA

Contract (W2) up to 60/hr | Potential extension and/or conversion

Overview

We’re seeking an experienced Payroll professional to oversee the accurate, compliant, and timely delivery of U.S. payroll and international payroll support (as needed). This role owns end-to-end payroll operations—including on-cycle/off-cycle processing, funding, reporting, vendor oversight, and controls—with a strong emphasis on risk, compliance, and executive compensation (including RSUs/PSUs).

Key Responsibilities
  • Oversee accurate and timely processing of U.S. payroll and support international payroll activities as required.

  • Manage on-cycle and off-cycle payroll events, including manual check processing.

  • Own payroll funding activities and ensure payroll-related financial reporting is complete and accurate.

  • Ensure compliance with corporate policies, legal/regulatory requirements, and tax obligations.

  • Oversee tax payments and reporting, W-2 processing and distribution, statutory payments, and garnishment administration.

  • Support payroll system integrity by monitoring configurations, testing functionality, and validating outcomes following system updates/releases.

  • Maintain required documentation and record retention in accordance with policy and statutory guidelines.

  • Serve as a payroll SME, supporting stakeholders and driving process improvements and control enhancements.

  • Manage third-party vendor relationships, including SLAs, performance monitoring, and ensuring vendor compliance with SOW/contract requirements.

  • Perform and/or lead audits of internal payroll processes and third-party vendor activities; identify issues, escalate risks, and drive remediation.

Required Qualifications
  • Strong hands-on experience managing U.S. payroll operations (and international payroll exposure a plus).

  • Demonstrated expertise in risk and compliance within payroll (controls, audits, reporting, issue remediation).

  • Experience supporting executive benefits/compensation, including RSUs and PSUs.

  • Proven ability to manage third-party vendors, SLAs, and contractual deliverables.

  • Detail-oriented, deadline-driven, and comfortable operating with sensitive/confidential data.

Work Location / Schedule
  • Hybrid role in Richmond, VA (3 days/week)

Compensation
  • Up to 60/hr (W2 contract)

  • Potential extension and/or conversion based on performance and business needs.
