Job description

Headquartered in Houston, Texas, BWC Terminals is a premier provider of bulk liquid storage and logistics services to refiners, manufacturers, and distributors of bulk liquids in North America. The Company consists of 22 sites with over twenty million barrels of storage capacity. The BWC Terminals facilities are equipped to store a wide range of petroleum, chemical, renewables, and agricultural products. PURPOSE
Responsible for providing assistance to the Terminal Manager in meeting the business goals of the Company by helping to manage the staff, customers, productivity, and safety of the Terminal.
DUTIES AND RESPONSIBILITIES
Below is a list of essential duties of this position. NOTE: Other duties may be assigned as needed.
  • Directly supervises and coordinates the activities of the terminal staff, including time off requests.Assists the Terminal Manager with staff recruitment, training, performance management, compensation, and discipline.
  • Observes and makes recommendations regarding the efficiency of the Terminal's operational processes.
  • Assists in planning and coordinating customer service activities in consultation with the Terminal Manager and regional staff.Acts as prime contact for customers in conjunction with Terminal Manager.
  • Develops, implements, and manages mandatory regulatory records.Ensures that all record keeping is in compliance with regulations and laws.
  • Develops, implements, and manages a Preventative Maintenance (PM) program for all terminal operating equipment.Ensures that all equipment not in operating order is taken out of production and that repairs and maintenance of equipment is timely resolved.
  • Assists the regional HSSE representative in developing, implementing and enforcing company policies and procedures to promote and ensure a safe and environmentally responsible workplace.Approves contractor qualifications in consultation with the HSE department.Conducts safety meetings and inspections.
  • Works with Human Resources to ensure compliance with company policies and procedures and/or bargaining unit contracts as well as local, state, and federal laws.Coordinates activities with Human Resources to ensure that recruitment, retention, employee relations, performance management, and other human resource issues are effectively and efficiently carried out.
  • Ensures all vessel transfer loads/discharges are carried out per company polices and regulations, including ensuring appropriate product level in loading/unloading, coordinating the logistics and movement of vessels, and directing tank cleaning waste logistics.
  • Responsible for reviewing and submitting terminal expenses and accurately tracking revenues and customer billing.
  • Assists the Terminal Manager in defining the scope, cost estimate and goal of projects.Assists the Terminal Manager with the management of the projects, including RFPs/bids, budget monitoring, vendor/contractor managing, specs monitoring, and compliance issues.
  • Conducts customer and regulatory audits and inspections.
  • Prepares and timely submits various management reports.
  • Plans and completes special projects as assigned by management, including serving on company committees.
  • Demonstrates commitment to the Responsible Care system.Effectively communicates the policies and procedures of Responsible Care to stakeholders.Promotes Responsible Care throughout BWC Terminals (The Company).
  • Interacts and communicates with staff and co-workers in a professional and appropriate manner and responds to and gives feedback in a respectful and positive manner.
  • Takes the initiative to identify problems, uses judgment to find appropriate solutions and follows through on resolving issues in a timely manner.
  • Supports team efforts, actively works to generate respect and enthusiasm, cooperates with others, and actively learns from other team members.
  • Reports to work on time prepared to perform the duties of the position and willing to perform the duties as workload necessitates.
  • Works with Terminal personnel to satisfy all The Company and payroll record timekeeping initiatives to include accurate hours submittal of worked time, PTO, time off without pay, etc.Researches any discrepancies and makes sure everyone is following The Company policy and procedures. Works with the appropriate department if workers compensation, personal medical leave, etc. are involved and requiring approval(s).
  • Employee shall comply with applicable regulatory and company health, safety, environmental, and security requirements.Employee is expected to complete required training in a timely manner; perform duties in a safe and environmentally sound manner; and immediately report injuries/illnesses, environmental spills/releases, and any unsafe acts or conditions to supervision in support of continual improvement of the company's health, safety, environmental, and security performance.

  • Bachelor's degree in related field preferred or equivalent related work experience.Sufficient terminal related experience to effectively work as the Assistant Terminal Manager
  • 2nd class B boiler's license preferred
  • Must be TWIC eligible

  • Knowledge of and skill in operating equipment
  • Ability to use hand/power tools
  • Ability to wear safety equipment, including respirator, safety shoes, goggles, gloves and similar equipment

Working Conditions and Environment: While performing the duties of this position, the individual is often exposed to a variety of weather conditions, including rain and heat/cold, noise, fumes, grease, oil, noxious odors, cleaning chemicals, paints, glues, and solvents. Approximately 30% of the workday is outdoors.
Physical Requirements/Activities: This position involves standing, bending, stooping, walking, and climbing. Frequently the employee is required to kneel, bend, crawl, crouch, push, pull, lift, or twist. Occasionally the employee is required to lift or exert force of more than 50 pounds.
