Environmental Facilities Services Program Manager

What this job involves:

We are seeking an experienced Program Manager to lead the Environmental Facilities Services Program supporting GMP pharmaceutical manufacturing operations in Juncos, Puerto Rico. This role is responsible for the operational leadership, service performance, vendor oversight, compliance execution, and continuous improvement of critical environmental support services across multiple manufacturing areas.

The Program Manager will serve as the primary operational leader, which is accountable for ensuring service excellence, client satisfaction, regulatory compliance, and execution consistency across Environmental Monitoring, GMP Cleaning/Sanitization, and Material Handling/Gowning support services. This position requires strong leadership presence, operational decision-making, stakeholder management, and the ability to operate effectively within a fast-paced 24/7 GMP manufacturing environment.

What your day-to-day will look like:

Lead and own overall performance, execution, and compliance of the Environmental Facilities Services Program.

Oversee vendor performance, service delivery, staffing effectiveness, and operational execution across service areas.

Manage Environmental Monitoring, GMP Cleaning/Sanitization, and Material Handling/Gowning operations in a regulated environment.

Ensure consistent 24/7 operational support through planning, issue resolution, escalation management, and cross-functional coordination.

Drive accountability via KPI tracking, service level monitoring, governance routines, and performance reporting.

Manage program budget, forecasting, and cost control aligned with operational goals.

Partner with stakeholders to align priorities, manage service expectations, and implement continuous improvements or scope changes.

Lead escalations, performance reviews, service recovery, and audit activities with vendors and internal teams.

Ensure compliance with contracts, site procedures, regulatory requirements, and proper documentation standards.

Serve as the primary point of contact, maintaining strong stakeholder relationships and clear communication.

Develop program frameworks, knowledge transfer initiatives, and share best practices across teams.

Required Qualifications:

Bachelor's degree in Sciences, Engineering, Business Administration, or related field.

Minimum 7 years of program management experience in pharmaceutical, biotechnology, or regulated manufacturing environments.

Strong understanding of FDA cGMP regulations and pharmaceutical manufacturing requirements.

Experience with quality management systems and compliance frameworks

Knowledge of facilities management, maintenance operations, and pharmaceutical manufacturing processes.

Proven ability to manage vendor relationships and service provider contracts

Experience developing and implementing SOPs, training programs, and quality documentation.

Excellent verbal and written communication skills with ability to interface at all organizational levels.

Experience managing client relationships in pharmaceutical or regulated industries

Proven ability to present complex information to executive leadership and regulatory personnel.

Proficiency in Microsoft Office Suite (Project, Excel, PowerPoint, Word)

Strong analytical skills with ability to interpret performance data and metrics

The role may require navigating manufacturing, laboratory, and support areas as part of routine oversight activities.

Preferred Qualifications:

Experience with FDA inspections, regulatory audits, and compliance investigations

Understanding of sterile manufacturing environments and cleanroom operations

Background in Lean Manufacturing, Six Sigma, or other continuous improvement methodologies.

Experience leading organizational change management initiatives

Work Shift:

This is a salaried exempt position supporting a 24/7 GMP manufacturing operation. Work schedules may require flexibility outside of standard business hours, including weekends, holidays, and extended hours based on operational needs, escalations, audits, or business demands.
