ICR Inc., a technology driven Department of Defense Contractor, seeks a Full-time Contracts Manager. Ideal candidate will have have experience directing the full range of contracting and subcontracting activities; proposal development support, contract negotiation, administration, and close out to ensure delivery of business results and compliance with ICR and partner policies and government regulations. This candidate should also embrace a fast-paced, highly dynamic work environment centered around customer service and teamwork where employees are rewarded for mission accomplishment. This position offers growth opportunities commensurate with the employee’s demonstrated capability.

Position responsibilities:

  • Building and maintaining strong relationships with internal and external clients;
  • Assisting in development of acquisition/procurement packages and related documentation such as Statements of Work evaluation criteria, market research, cost analysis, justifications and approvals
  • Review and evaluate customer Requests for Proposal (RFP) for new business efforts and/or modifications to existing contracts
  • Provide contractual recommendations, conduct risk assessments and create mitigation plans, and propose alternative approaches to contract execution through contract language revisions
  • Negotiating contract terms and conditions with Subcontractors, Vendors, and Consultants;
  • Creating compliant Pricing and Cost volumes in response to Requests for Proposals;
  • Support a portfolio of new business captures (commercial and government) and existing commercial and FAR/DFARS-based contracts;
  • Coordinating and implementing new and revised contract policy and process;
  • Participating in development of business alliances, meetings with customers, source selection procedures and processes, make or buy determinations, and risk management directives;
  • Performing in a cross-functional role for other business elements, e.g. Finance, HR, Program Control;
  • Work directly with multiple customers developing critical relationships on various contracts (CPFF, CPIF, CPAFLOE, T amp;M, FPI, FFP, IDIQ, and OTA);
  • Ensure timely contract closure by initiating closeout activities as required by terms and conditions; Developing and maintaining contract and procurement files;
  • Continuously evaluate and oversee contract performance.

Required Experience and Qualifications:

  • Must have and maintain a Top-Secret clearance with SSBI and SCI access;
    • US Citizenship required
  • Between 7 and 10 years of progressive experience in project and contracts management;
  • Exceptional verbal and written communication skills;
  • Ability to multi-task in a fast-paced environment within required deadlines;
  • Experience in the areas of Prime Contract, Subcontract, and Consulting Agreement drafting, reviewing, executing, administering and contract negotiating experience;
  • Self-starter, requiring little to no direct supervision, and has the ability to comprehend complex financial and business concepts
  • Experience preparing pricing and cost narratives in response to Requests for Proposals (RFPs);
  • Excellent reading comprehension skills and demonstrated ability to analyze complex contracts clauses;
  • Experience working in an integrated team environment; able to operate independently as well as part of a team;
  • Organizational skills are required for this position in order to ensure the record of documentation is filed professionally and accurately for internal and external audit;
  • Must be familiar with the Federal Acquisition Regulations (FAR), DFARS, and other governmental regulations for Defense Contracting;
  • Comprehensive knowledge of U.S. Government service-type cost reimbursable, T amp;M, and fixed price Acquisition and Assistance management;
  • Competency in the areas of cost/price analysis, vendor selection, budget consideration, and special prime contract provisions;
  • Ability to serve as a primary point of contact for ICR with Government Contracting professionals.

Education:

Bachelor’s degree from an accredited college in a related discipline with 3 years of professional experience or 2 years of professional experience with a Master’s degree in a related discipline.

Salary Range: $79,000 - $168,565 (based on experience and meeting requirements)
