Job description

One Federal Solution (OFS) seeks an experienced Security/COMSEC Specialist to support our Department of State, Office of Emergency Management (OEM) customer. The selected candidate will provide personnel, information, physical, industrial, and communications security (COMSEC) support for classified programs while ensuring compliance with Federal security policies, procedures, and regulations. This position supports day-to-day security operations, COMSEC account management, access control, classified material handling, and physical security programs in support of Department mission requirements.

Security/COMSEC Specialist Key Responsibilities
  • Provide personnel, information, physical, industrial, and operations security support for collateral, SAP, SCI, Insider Threat, SETA, and ACCM programs.
  • Support daily security operations and coordinate with U.S. Government agencies on COMSEC, personnel security, physical security, accreditation, and information security matters.
  • Assist the Unit Security Officer and senior Special Security Representative with security operations supporting OEM facilities and classified workspaces.
  • Develop, implement, maintain, and monitor security policies, procedures, controls, and processes to safeguard classified information and prevent unauthorized disclosure.
  • Support access control administration, including badge management, visitor processing, vault access, safe combinations, locks, keys, and facility security procedures.
  • Coordinate visitor access requests, verify security clearances, process non-disclosure agreements (NDAs), support classified meetings, conduct site surveys, and provide conference security support.
  • Prepare and deliver security indoctrinations, briefings, and security awareness training for Department personnel.
  • Maintain security databases and update badge, credential, and access records.
  • Conduct physical security inspections and surveys while maintaining security records, suspense files, reports, memorandums, correspondence, and operating procedures.
  • Provide COMSEC guidance and technical support for the safeguarding, handling, distribution, accountability, and destruction of COMSEC material and equipment.
  • Maintain COMSEC asset accountability utilizing Key Management Infrastructure (KMI), Electronic Key Management System (EKMS), or other COMSEC accounting systems.
  • Process COMSEC material requests, transaction reports, inventories, audits, and related documentation.
  • Provide support during emergency operations and contingency situations, including occasional travel when required.
Security/COMSEC Specialist Qualifications & Requirements
  • Active Top Secret security clearance with the ability to obtain Sensitive Compartmented Information (SCI) access.
  • Minimum of five (5) years of experience supporting Federal security programs involving personnel, physical, industrial, information, and operations security.
  • Minimum of three (3) years of experience supporting COMSEC operations, including key management, classified COMSEC material handling, accountability, and audit support.
  • Previous experience serving as a COMSEC Manager, Alternate COMSEC Manager, or KMI Registration Manager.
  • Knowledge of CNSSI 4005 and CNSSI 4006 security standards.
  • Experience supporting collateral, SAP, SCI, Insider Threat, SETA, and ACCM security programs.
  • Experience administering access control procedures, visitor processing, badge management, and classified facility security.
  • Experience maintaining COMSEC accountability using KMI, EKMS, or similar COMSEC accounting systems.
  • Experience supporting classified correspondence, security documentation, inspections, inventories, and audits.
  • Strong knowledge of Federal security policies, classified information handling procedures, and Intelligence Community security requirements.
  • Excellent written and verbal communication skills with strong organizational skills and attention to detail.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Must be physically capable of supporting extended hours during emergency situations.
  • Ability to travel occasionally, as required.
Preferred Qualifications
  • Completion of NSA COMSEC Manager or KMI Operator training.
  • Experience supporting Department of State, Department of Defense, Intelligence Community, or other Federal security organizations.
  • Experience supporting Sensitive Compartmented Information Facilities (SCIFs) and classified environments.
  • Experience conducting physical security inspections, COMSEC audits, and security compliance reviews.
  • Familiarity with Executive Branch and Intelligence Community security policies and procedures.
