The KMI Operating Account Manager (KOAM), also known as COMSEC Manager (CAM), leads the Kirtland COMSEC Account Team in day-to-day administration and maintenance of accounting records for COMSEC material.

  • The KOAM assists during the issuing, destruction and inventorying of COMSEC material.
  • Required to complete detailed documentation on the issuance and destruction of COMSEC materials.
  • Applies knowledge of COMSEC management concepts, procedures, policies, and techniques which ensure effective management and implementation of security policies and requirements. 
  • Uses knowledge to resolve well defined COMSEC questions or conditions encountered on Kirtland AFB.
  • The KOAM is responsible for carrying out assignments and resolving conflicts that arise including interpreting broad COMSEC and security policy guidelines.
  • Shall monitor established security systems and programs by performing independent reviews and inspections then recommending actions involving well established criteria, methods, techniques, and procedures.
  • Reviews, analyses and coordinates processes, policy, doctrine, directives, regulations, and implementation of instructions to insure a balance of security and operational requirements in accordance with National, DoD, other federal agencies and departments.
  • As needed, makes recommendations for changes to policies, implementing instructions, or local directives.
  • Responsible for conducting COMSEC investigations, writing the required reports, notifying the proper government agencies and specifying corrective action to be taken.
  • Other duties as assigned or required.

  • Experience administering the handling, storage, transfer, receipt, and destruction of COMSEC material
  • Customer service experience
  • Coordinates with the customer on specific requirements
  • Must have the ability to understand and carry out oral and written instructions, meet with the customer tactfully and courteously and establish and maintain cooperative and effective working relationships with customers and coworkers.
  • Thorough background and practical knowledge of advanced techniques in COMSEC.
  • Technical knowledge of state-of-the-art COMSEC equipment and devices
  • Experience preparing for and participating in audits
  • Functional skills with networking and/or telecom equipment.
  • Key Management Infrastructure (KMI) certification - can obtain after hire
  • Demonstrated Communications Security (COMSEC) Account Manager experience servicing the needs of multiple programs handling classified and sensitive information using secure voice and data networks.
  • Ability to assist users with keying material and equipment acquisition, installation, keying and maintenance according to the applicable doctrine
  • Must possess refined critical thinking skills, should be a self-starter, and possess the ability to direct the activities of other team members.
  • Be diplomatic, multi-task capable, adaptive to a dynamic environment, dependable and reliable. 
  • Maintain a valid NM Driver’s License
  • Candidate must have an active DoD Top Secret security clearance at the time of hire
