Position Type:Contingent Upon Award for the 414th Combat Training Squadron (414 CTS) Red Flag Vault Operations Services.

Clear Resolution Consulting is seeking a highly qualified Information Systems Security Officer (ISSO) to support the 414th Combat Training Squadron (414 CTS) Red Flag Vault Operations Services contract at Nellis Air Force Base, Nevada. The ISSO is responsible for ensuring the operational security posture of classified information systems supporting Red Flag exercises and limited Weapons School Integration (WSINT) operations. This position provides information systems security support for Sensitive Compartmented Information Facilities (SCIFs), Special Access Program Facilities (SAPFs), classified networks, cybersecurity compliance, COMSEC operations, and SAP/SCI security administration in accordance with Department of Defense, Air Force, and Air Combat Command directives.

Duties & Responsibilities:
  • Information Systems Security Officer (ISSO) will ensure the appropriate operational security posture is maintained for assigned information systems.
  • Assist as the SCIF and SAP Security Manager in accordance with applicable security requirements.
  • Information Systems Security Officer (ISSO) will protect COMSEC material in accordance with installation and Department of Defense directives.
  • Manage day-to-day security operations of assigned classified information systems.
  • Provide physical, environmental, personnel, and information systems security support.
  • Information Systems Security Officer (ISSO) will monitor classified systems and environments to identify security risks and vulnerabilities.
  • Develop, update, manage, and control system configuration changes while assessing associated security impacts.
  • Support classified information systems operating within SCIFs and SAPFs.
  • Information Systems Security Officer (ISSO) will support classified warfare planning activities, mission briefings, and mission debriefings during Red Flag exercises.
  • Develop and maintain formal information systems security programs and security policies.
  • Assist with continuous monitoring of information systems and cybersecurity compliance.
  • Implement and enforce cybersecurity policies, procedures, and technical safeguards.
  • Information Systems Security Officer (ISSO) will support STO, SAP/SCI, and collateral cybersecurity requirements.
  • Support foreign national information system security requirements in accordance with DoD and Joint SAP guidance.
  • Information Systems Security Officer (ISSO) will manage information system security supporting STO/CAB operations.
  • Support access control management, security badge systems, and classified network operations.
  • Information Systems Security Officer (ISSO) will perform introductory SAP briefings and local SAP procedures briefings.
  • Support permanent and temporary SAP profile management.
  • Process Foreign National documentation for applicable Red Flag exercises.
  • Information Systems Security Officer (ISSO) will maintain Top Secret Control Accounts.
  • Support PAR processing and badging activities for Red Flag operations.
  • Ensure compliance with all applicable DoD, Air Force, DIA, ACC, and local information assurance policies.
  • Information Systems Security Officer (ISSO) will perform other duties as assigned in support of contract requirements.
Minimum Requirements:
  • Comprehensive knowledge of enterprise information technology, cybersecurity, and information assurance principles, including data backup and recovery, system functionality, security controls, continuous monitoring, intrusion detection, penetration testing, and defense-in-depth strategies.
  • Thorough understanding of network security architecture, protocols, topologies, server and client operating systems, network traffic analysis, system performance monitoring, and the implementation and security of classified network environments, including JWICS, CV2, and TACLANE technologies.
  • Knowledge of cybersecurity laws, regulations, policies, governance, and technical safeguards governing the use, processing, storage, and transmission of classified information.
  • Ability to comply with all applicable Department of Defense (DoD), U.S. Air Force, Air Combat Command (ACC), Defense Intelligence Agency (DIA), COMSEC, OPSEC, cybersecurity, information assurance, and organizational security directives, policies, and procedures.
  • Working knowledge of Communications Security (COMSEC), Operational Security (OPSEC), Special Access Program (SAP), Sensitive Compartmented Information (SCI), Special Technical Operations (STO), personnel security, physical security, industrial security, and associated policies, procedures, emergency action plans, IJSTO CJCSI guidance, CAB Management Plans, and STO requirements.
  • Experience developing, implementing, and maintaining information systems security policies, procedures, and security controls in accordance with Department of Defense (DoD) and customer requirements.
  • Knowledge of access control systems, security badge management, and physical security measures supporting classified operations.
  • Strong analytical, organizational, communication, and problem-solving skills, with the ability to work independently in a fast-paced classified operational environment while maintaining strict accountability for sensitive information.
  • Knowledge of emerging cybersecurity technologies, evolving threats, vulnerabilities, and mitigation strategies to support proactive risk management and continuous improvement.
Minimum Experience:
  • Minimum of three (3) years of experience providing security management support for TS/SCI, STO, and SAP/SAR programs supporting joint and multinational exercises.
  • Must be eligible to meet installation access requirements and maintain all credentials necessary to perform contract duties.
  • Must possess and maintain Security+ certification in accordance with IAM Level I requirements.
  • Experience in Specialty Code/Series 0080 or a minimum of one (1) year of classified vault management experience.
  • Experience supporting joint, cyber, space planning, and logistical operations is highly desirable.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Active Top Secret security clearance with the ability to obtain and maintain TS/SCI, STO, SAP, and SAR access.
Minimum Education:
  • High School Diploma or equivalent (GED) required, bachelor's degree preferred.
