Description
This is an advanced position, responsible for professional work assisting with prioritizing, monitoring, and managing the City's project portfolio within the Capital Improvements Program. An individual in this capacity will work as part of the Capital Improvement Program analyzing, evaluating, developing, implementing departmental procedures and business processes related to the overall management of City projects, to include water, sanitary, sewer, drainage, roadway, transportation, and building projects within the City's Capital Improvements Project Portfolio.
Work involves providing support for multiple project managers and Client Departments to enter and analyze project data such as proposed scope and justification, budget, project cost estimates, schedule, requirements/constraints, earned value management, and project burn rates into project management software; assisting with creating, implementing, and refining standardized work flows and procedures for new project requests, document control, budget amendments, and project change management; assisting with managing a 5-year Capital Improvements Plan that programs design & construction projects in a manner to ensure they are fully funded for their respective/active fiscal years and accounts for project managers having the workload capacity to effectively execute the annual project portfolios; coordinating with City departments, and outside agencies to provide responsive project management support to the Public Works Director. Reports to Public Works Director or designee.

Examples of Duties

  • Works in conjunction with other members of the Capital Improvements division to prepare the annual Capital Improvements Program budget and projects list by performing an analysis to include, but not be limited to: cost estimates of existing and future projects, program budget forecasting, staff workload capacity, and project timeframesfor water, sanitary sewer, storm drainage, roadway, transportation, and building projects.
  • Supervises contractors and engineer consultants in the preparation of scope of work for professional services including the design for water, sanitary sewer, storm drainage, roadway, transportation, and building projects. Ensures sufficient funding is available for projects prior to issuing notice-to-proceed.
  • Establishes professional service schedules and budgets. Inputs schedules and budgets into City project management program.
  • Monitors and evaluates projects and project processes at varying stages (e.g. planning, design, permitting, construction) to recommend amendments and strategies to ensure high-quality, cost-effective, and on-time project completion.
  • Monitorsfunding for City CIP projects including programming of the budget and appropriations.
  • Assists with identifying and developing possible process improvements for the Capital Improvements Program.
  • Prepares reports to provide management with useful information on the status of each individual project as well as the overall Capital Improvements Program.
  • Prepares productivity and informational reports, City Commission and Purchasing memorandums, and general correspondence with the public as applicable.
  • Assists in monitoring encumbrances and transfers. Closes out project accounts per established City of North Miami Beach procedures. Monitors and maintains records to track project funding sources, allocation of funding for various project costs, and identifying project surpluses or shortfalls.
  • Reviews plan preparation for roadways, water distribution, sanitary sewer systems, storm drainage systems, roadway, transportation, and building projects through professional consultants.
  • Provides oversight to ensure the review of engineering plans, specifications, and estimates for City projects to meet compliance with codes, regulations and design standards, ease of construction, value engineering, and long-term durability and ease of maintenance. Communicates consolidated comments to design consultants and recommends corrections. Ensures all review comments are adequately addressed.
  • Assists in the preparation of specifications and bid documents for City projects using professional consultants and or in-house staff.
  • Develops Requests for Proposals (RFP), Invitations to Bid (ITB), and Request for Qualifications (RFQ)for services and products.
  • Coordinates with Procurement Services, Risk Management and City Attorney on the drafting of contracts.
  • Responds to and resolves difficult and sensitive developer/citizen/regulatory agency inquiries and complaints.
  • Coordinates and facilitates meetings with business owners, property owners, and residents impacted by projects.
  • Assist with Grant Management of CIP and ensure the City receives the maximum permissible reimbursement for design and construction grant-funded projects.
  • Acts as liaison to advise the Information Technology Department of software request/issues and helps with coordinating and implementing corrective actions involving user interaction with various project management software applications.
  • Supports strategic planning for the program and division.
  • Performs related work as required.

Minimum Qualifications
  • Bachelor's degree from an accredited college or university with major coursework in civil engineering, construction management, architecture, or a closely related field - or an equivalent combination of education, certification, and experience.
  • At least five (5) years of increasingly responsible experience in public infrastructure planning, design, or construction, including three (3) to four (4) years of program/portfolio/project management responsibility, preferably in a Florida municipal or county government setting.
  • Must possess a valid State of Florida driver's license.
  • NIMS certification required or obtainable within six months of hire.
  • PMP certification and/or Florida PE license preferred.

Supplemental Information
  • Knowledge of principles and practices of civil engineering and construction management.
  • Ability to interpret and apply federal, state, and local policies, procedures, laws and regulations.
  • Familiarity with Federal, Regional, and State policies on grant-reimbursable projects. Familiarity with grant writing and reporting.
  • Knowledge of Land surveying practices, laws, and procedures.
  • Knowledge of current construction methods, equipment, and materials used in public works construction.
  • Knowledge of computer-aided design and drafting - specifically AutoCAD and ArcGIS.
  • Demonstrated ability in managing project designing, permit, construct water, sanitary sewer, storm drainage, roadway, transportation, and building improvement projects.
  • Demonstrated ability to prepare clear, concise, and accurate reports and presentations.
  • Ability to perform construction inspections, considerable analytical skills; ability to solve problems, exercise sound judgment and initiative; ability to work independently.
  • Ability to establish and maintain effective working relationships with other employees, developers, agencies, public officials, and the general public.
  • Ability to meet with citizens and handle customer complaints.
  • Ability to communicate effectively both orally and in writing; ability to make public presentations and perform public outreach.
  • Ability to manage, direct, and coordinate the work of consultants.
  • Ability to implement goals, objectives, and practices for providing effective and efficient project management services.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Ability to work weekends and evenings as necessary. Must be able to perform the duties of the job with or without reasonable accommodation and be able to operate various items of office-related equipment, such as, but not limited to, word processor, computer, calculator, multi-line telephone, typewriter, copier, etc. Must be able to exert up to ten pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Work involves sitting and standing for long periods of time. Work involves frequent typing, walking and occasional bending, lifting and stooping for short periods of time. Must be able to lift and/or carry weights of up to ten pounds.
