Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking an experienced BAH Rebuild Program Manager that will support U.S. Navy facilities and infrastructure projects based at the Government facilities onboard NSA Naples, Italy. You will lead and manage complex construction programs, overseeing project planning, design, acquisition, and execution while coordinating multidisciplinary teams to ensure successful project delivery.

This position is contingent upon contract award. If awarded, the contract will have a potential period of performance of up to five (5) years.

Key responsibilities:

  • Support the Resident Officer in Charge of Construction (ROICC) in the pre- and post-award management of MILCON, SRM, and special projects.
  • Lead and manage multidisciplinary teams supporting project planning, design, acquisition, construction, and reconstruction efforts.
  • Oversee project design packages, RFP technical requirements, resource allocation, workload distribution, and program execution.
  • Coordinate with stakeholders to define requirements, allocate funding, manage schedules, resolve project issues, and ensure successful project delivery.
  • Assist in developing acquisition strategies, execution plans, Plans of Action and Milestones (POAMs), and workload prioritization.
  • Provide engineering and architectural guidance, quality assurance, technical reviews, and recommendations on project scope, funding, procurement, design, construction, contract administration, and policy compliance.
  • Support high-visibility facility acquisition programs, contract negotiations, congressional inquiries, dispute resolution, and stakeholder engagement.
  • Monitor program performance, budgets, schedules, and resource utilization, ensuring compliance with applicable funding, regulatory, and military construction requirements.
  • Coordinate with project managers, engineers, architects, planners, contractors, Public Works, and Supported Commands to resolve technical, financial, and administrative issues.
  • Prepare reports, correspondence, and administrative documentation; facilitate meetings, problem-solving, and client coordination to support efficient program execution and project delivery.

Qualifications to be successful in the role:

  • Bachelor's degree in Engineering or Architecture with at least 5 years of technical and practical experience on U.S. Department of Defense (DoD) or similar government agency projects.
  • Experience with multidisciplinary, vertical, and horizontal construction projects, including planning, design, engineering drawings, specifications, statements of work, contract modifications, and project delivery.
  • Proven ability to manage new construction, maintenance, repair, and renovation projects to successful completion while meeting schedule and budget objectives.
  • Must have a valid US driver's license.
