Job description

Description:

Oneida Engineering Solutions (OES) was awarded the Outstanding Tribally Owned Business of the Year award in 2023. We are an 8(a), minority business enterprise (MBE) that provides engineering, environmental, science, and specialized professional services solutions for customers nationwide. Our primary clients are WisDOT, MnDOT, counties, municipalities, and private developers in Wisconsin.


OES has immediate openings for a Project Leader โ€“ Construction Administration (WisDOT) based hybrid in any of our 3 Wisconsin offices: Madison, Milwaukee, or Green Bay.


Key Responsibilities:


Project Delivery & Construction Administration

  • Serve as project leader or resident engineer on WisDOT highway and infrastructure construction projects
  • Manage project scope, schedule, budget, and quality on assigned projects
  • Administer construction contracts, including: RFIs, submittals, and change orders, Contractor pay estimates and quantity tracking, and Compliance with plans, specifications, and WisDOT standards
  • Maintain accurate project documentation, daily diaries, and required reports
  • Lead construction progress meetings and coordinate with WisDOT, contractors, and stakeholders
  • Identify and resolve construction issues related to field conditions, conflicts, and contractor performance

Client Coordination

  • Serve as a day-to-day point of contact for WisDOT project staff and local agencies
  • Support communication between design teams, contractors, and owners
  • Assist with constructability reviews and project coordination as needed

Team Leadership

  • Provide direction to construction inspectors and field staff
  • Mentor junior staff and support the development of technical and field skills
  • Assist with staff scheduling and workload coordination on assigned projects

Business Development Support

  • Participate in WisDOT Construction Fair interviews as needed
Requirements:

Minimum Qualifications:

  • One of the following:
  1. A Bachelorโ€™s degree in Civil Engineering from an ABET-accredited university and 4+ years of construction administration, preferably on WisDOT or municipal projects.
  2. A 4-year Construction Management degree or 2-year Civil Technical Degree and 8+ years of construction administration, preferably on WisDOT or municipal projects.
  • Experience serving in a lead role (Project Leader, Assistant Project Leader, or Resident Engineer) on transportation construction projects
  • Working knowledge of:
  1. WisDOT Standard Specifications and Construction & Materials Manual (CMM)
  2. Construction materials, testing requirements, and acceptance procedures
  3. Construction documentation, pay quantities, and contract administration processes
  • Strong communication, organization, and problem-solving skills ยท Valid driverโ€™s license and ability to travel to project sites throughout Wisconsin

Preferred Qualifications:

  • Professional Engineer (PE) license in Wisconsin (or ability to obtain within 6 months)
  • WisDOT HTCP certifications (e.g., Asphalt, Concrete, Grading, Nuclear Density, Aggregate)
  • 6โ€“10 years of WisDOT construction leader experience on projects with increasing levels of complexity.
  • Experience serving as a primary project leader on WisDOT projects
  • Familiarity and active experience with AASHTOWare Project
  • Experience with construction materials testing and documentation per WisDOT Construction Materials Manual (CMM)
  • Demonstrated ability to mentor junior staff and lead small teams
  • Experience supporting proposals, NOIs, or client development activities
