Job description

Job Title: Buyer Location: Chelmsford, MA (Hybrid schedule) Duration: 6-12 Months+ Compensation: $40-45 The Buyer/Planner – PCB & Electronic Components is responsible for managing supplier relationships and purchasing activities for PCB assembly houses and electronic component suppliers in support of production and service demand. This role focuses heavily on consignment inventory management, purchase order execution, and monitoring vendor sales orders to ensure material availability, schedule adherence, and inventory accuracy. The Buyer/Planner works closely with Production Control, Operations, Manufacturing, Engineering, and Suppliers to support on-time delivery and inventory optimization in a high-technology manufacturing environment.

WHAT YOU'LL DO: Manage end-to-end procurement for PCB assembly house suppliers primarily and support electronic component research specializing in parts obsolescence. Own consignment inventory programs, including monitoring supplier-held inventory, processing monthly consumption, and resolving inventory discrepancies. Execute mass purchase orders for consignment inventory moving and move-out activities as required.

Actively track and reconcile vendor sales orders against standard and consignment purchase orders to ensure schedule alignment and material availability. Execute and maintain supplier purchase orders (POs) by creating, releasing, revising, and rescheduling orders based on MRP signals and demand changes. Monitor material shortages, past-due orders, and supply risks while leading expediting efforts to support customer delivery commitments.

Drive ongoing supplier communication related to order status, delivery commitments, capacity constraints, and lead time changes. Initiate and manage supplier delivery date changes, partnering cross-functionally to mitigate production and customer impact. Support price analysis, supplier quote evaluation, and cost comparisons for electronic components and PCB assemblies.

Knowledge of Engineering change orders (ECs) process and experience of working on supplier requested changes. Manage non-conforming material disposition with suppliers, including returns, rework coordination, and credit processing. Monitor and report supplier performance metrics, including On-Time Delivery (OTD), quality, and responsiveness; support supplier reviews and on-site visits as required.

Collaborate with internal stakeholders to support continuous improvement in inventory accuracy, lead times, and supply continuity. WHAT YOU'LL BRING: Bachelor’s Degree with 3+ years of experience in procurement, planning, or supply chain roles. Strong experience managing PCB assembly houses and/or electronic component suppliers and consignment.

Demonstrated experience with consignment inventory management, supplier-held inventory, and consumption-based replenishment. Solid understanding of PO lifecycle management, vendor SO tracking, and MRP-driven purchasing. Experience in inventory planning, material requirements planning (MRP), risk management, and supplier relationship management.

Proficiency with Microsoft Office tools (Excel required). Experience with Oracle EBS and/or Oracle Cloud strongly preferred. APICS CPIM and/or CPP certification preferred.

Background in a high-technology or semiconductor manufacturing environment preferred. Working knowledge of Lean principles, Kanban, and pull-based replenishment models is preferred.
