Job description

Carter Lard Consulting and Neighbors 4 Neighbors are seeking a New York State–certified Security Guard Training Instructor to design and deliver required certification courses for in-house security personnel supporting our homeless and migrant shelter operations.
This consultant will play a critical role in building a compliant, scalable training program aligned with New York State Division of Criminal Justice Services (DCJS) requirements, including the 8-Hour Pre-Assignment Training Course and 16-Hour On-the-Job Training Course (often referred to collectively as the “40-hour track” in practice).
 
60.00 to 85.00 per hour

Key Responsibilities
Training Delivery
  • Conduct DCJS-approved:
    • 8-Hour Pre-Assignment Course
    • 16-Hour On-the-Job Training Course
    • Annual 8-Hour In-Service Training (as needed)
  • Deliver instruction in classroom and/or hybrid formats
  • Ensure all training meets NYS regulatory and compliance standards
Program Development
  • Help design and standardize internal training curriculum tailored to shelter environments
  • Integrate modules on:
    • De-escalation and crisis intervention
    • Working with vulnerable populations (mental health, substance use, migrants)
    • Conflict resolution and trauma-informed care
    • Incident reporting and documentation
Compliance & Documentation
  • Maintain accurate training records and rosters
  • Ensure proper documentation for license eligibility
  • Advise on audit readiness and DCJS compliance standards
Advisory Support
  • Provide guidance on building a scalable in-house security workforce
  • Assist in evaluating candidate readiness for certification
  • Recommend best practices for ongoing staff development

Minimum Qualifications
  • Certified Security Guard Instructor through New York State Division of Criminal Justice Services
  • Approved to teach:
    • 8-Hour Pre-Assignment Course
    • 16-Hour On-the-Job Training Course
  • Minimum 3–5 years of instructional experience
  • Prior experience training guards in shelter, healthcare, or high-risk environments strongly preferred
  • Strong knowledge of NYS Security Guard Act and licensing requirements

Preferred Experience
  • Experience working in NYC homeless shelters, DHS, or social service settings
  • Background in law enforcement, corrections, or private security leadership
  • Experience incorporating de-escalation, CPI, or trauma-informed training models
