Job description

The SME - Information Technology Project Manager is a highly experienced and certified professional responsible for planning, executing, and finalizing complex IT projects according to strict deadlines and within budget. This role involves acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan. The SME Project Manager is responsible for defining the project's objectives and overseeing quality control throughout its entire life cycle. This individual serves as the primary point of contact for all project-related communications, providing clear, consistent updates to stakeholders, senior leadership, and government counterparts.


(Note: In the context of a government service contract, this role is often synonymous with the Site Lead or Program Manager, as they are responsible for the overall execution and delivery of the contract's objectives, which can be viewed as one large, ongoing project.)

Typical Task List

Project Planning and Definition:

  • Lead the development of comprehensive project plans, defining project scope, goals, and deliverables that support business objectives in collaboration with senior management and stakeholders.
  • Develop detailed work breakdown structures (WBS), project schedules, and resource allocation plans.
  • Conduct feasibility studies and risk assessments and develop risk mitigation strategies.

Project Execution and Management:

  • Direct and manage all project activities from beginning to end, ensuring adherence to the project plan, schedule, and budget.
  • Manage and oversee the performance of all project personnel, providing direction and support to the technical team.
  • Identify, track, and resolve project issues and conflicts; escalate critical issues to senior leadership when necessary.

Stakeholder Communication and Reporting:

  • Act as the primary liaison between the project team, stakeholders, and the government customer (e.g., COR).
  • Develop and deliver regular progress reports, proposals, requirements documentation, and presentations to various audiences, including project team members, stakeholders, and executive leadership.
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

Quality and Contract Management:

  • Ensure all project deliverables meet quality standards and contract requirements.
  • Develop and oversee the preparation of all contract-required reports, studies, and other documentation (e.g., Monthly Status Reports, Quality Control Plans).
  • Collaborate with the COR to identify and recommend improvements in technology, processes, and overall efficiency.

Minimum Qualifications / Requirements:

  • Experience: a. A minimum of ten (10) years of progressive experience in managing IT projects or programs.
  • At least five (5) years of experience managing IT service contracts for the U.S. Government or Department of Defense, with direct responsibility for personnel management, cost, schedule, and performance.
  • Demonstrated experience managing projects of similar size, scope, and complexity.

Certifications (Required):

  • Must possess a current Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Certifications (Baseline - Desired):

  • A baseline cybersecurity certification that meets DoD 8140 requirements for IAM Level I (e.g., CompTIA Security+ CE, CAP) is highly desired to effectively manage a team of IT professionals.

Skills:

  • Expert-level knowledge of project management methodologies and tools (e.g., MS Project).
  • Strong leadership, communication, and interpersonal skills with the ability to manage and motivate a diverse team.
  • Excellent understanding of government contracting, including reporting and quality control requirements.
