Job description

Position Summary
The Project Controller / Project Controls Specialist is responsible for providing comprehensive project controls support throughout the project lifecycle, including planning, scheduling, cost control, forecasting, progress measurement, reporting, risk management, and change management. This position works closely with project management, engineering, procurement, construction, finance, and contractors to ensure the project is completed safely, on schedule, within budget, and in accordance with project objectives.
Key Responsibilities
Project Planning & Scheduling
  • Develop and maintain integrated project schedules using Primavera P6 or Microsoft Project.
  • Coordinate schedule development with engineering, procurement, construction, commissioning, and client teams.
  • Monitor schedule performance and identify critical path activities.
  • Analyze schedule impacts and recommend corrective actions.
  • Update schedules on a regular basis and maintain schedule integrity.
  • Prepare look-ahead schedules and milestone reports.
Cost Control
  • Develop and maintain project cost reports and cost tracking systems.
  • Monitor project expenditures against approved budgets.
  • Track commitments, invoices, purchase orders, and forecasted costs.
  • Prepare monthly cost forecasts and estimate-at-completion (EAC) reports.
  • Identify cost variances and recommend corrective actions.
  • Support project cash flow forecasting.
Progress Measurement
  • Collect, validate, and analyze project progress data.
  • Measure engineering, procurement, fabrication, construction, and commissioning progress.
  • Develop project performance metrics and dashboards.
  • Calculate earned value metrics where applicable.
Reporting
  • Prepare weekly and monthly project status reports.
  • Develop executive-level dashboards highlighting schedule, cost, risk, safety, and project performance.
  • Present project control updates during project meetings.
  • Maintain project KPI reporting.
Change Management
  • Track scope changes and maintain the project change log.
  • Prepare cost and schedule impact analyses for proposed changes.
  • Support change order documentation and approval processes.
  • Coordinate with project management to maintain budget revisions.
Risk Management
  • Maintain the project risk register.
  • Assist with qualitative and quantitative risk assessments.
  • Monitor mitigation plans and update risk status.
  • Identify emerging risks affecting project performance.
Contract & Procurement Support
  • Monitor contractor progress against contractual requirements.
  • Support invoice verification and contractor payment reviews.
  • Track procurement status and equipment delivery milestones.
  • Coordinate with procurement to monitor long-lead items.
Project Closeout
  • Support project turnover and closeout activities.
  • Prepare final cost reports and lessons learned documentation.
  • Assist in final forecasting and reconciliation of project costs.
  • Ensure all project controls documentation is archived.
Qualifications
  • Bachelor's degree in Engineering, Construction Management, Business, Finance, Project Management, or a related discipline.
  • Minimum of 5 years of project controls experience supporting industrial, refinery, petrochemical, energy, or EPC projects.
  • Experience supporting capital projects valued at $5 million or greater is preferred.
  • Experience in refinery or heavy industrial construction environments is highly desirable.
Required Skills
  • Strong understanding of project controls principles and methodologies.
  • Experience with cost control, forecasting, budgeting, and scheduling.
  • Proficiency with Primavera P6 and/or Microsoft Project.
  • Advanced Microsoft Excel skills, including PivotTables, Power Query, and data analysis.
  • Experience with ERP systems such as SAP, Oracle, or JD Edwards.
  • Familiarity with Power BI or other reporting and visualization tools.
  • Strong analytical and problem-solving skills.
  • Excellent organizational and time management abilities.
  • Strong written and verbal communication skills.
  • Ability to manage multiple priorities in a fast-paced project environment.
Preferred Qualifications
  • Certified Associate in Project Management (CAPM), Project Management Professional (PMP), or Project Management Institute Scheduling Professional (PMI-SP) certification.
