Job description
Your passion is supporting communities with implementing best practice strategies to provide expert consulting skills and programmatic expertise to serve the needs of low- and moderate-income families. At ICF, you will work alongside a team of experts supporting the U.S. Department of Housing and Urban Development (HUD) by delivering technical assistance and training on Section 3 and Federal Labor requirements. This role may also support broader community and economic development priorities, including workforce development initiatives such as job training and employment placement; small business and microenterprise development; and other HUDaligned economic and workforce development activities.
This position is ON-CALL (part-time with variable hours) and work remote.Assignments are made on a demand-response basis so hours are completely variable.

What you'll be doing:
- Work with a diverse set of stakeholders including public housing authorities, HUD Community Planning and Development (CPD) grantees who work with the Community Development Block Grant (CDBG), HOME Investment Partnerships Act, etc., programs.
- Focus of the work is in educating and distilling Federal rule requirements to grantees/subrecipients on Section 3 and labor requirements, including Davis-Bacon, that best supports building capacity to deliver high quality, compliant HUD programs
- Develop/deliver training sessions, conference presentations, workshops, and webinars
- Facilitate technical assistance engagements, either in-person or virtually through web-based software
- Focus on best practice and innovative strategies related to HUD programs.
- Contribute to the design of tools, drafting of reports, and development of policy guidance.
Basic Qualifications you'll need to have:
- Bachelor's Degree or equivalent in Public Administration, Planning, Public Policy, Government or a related discipline or minimum 10 years of professional experience in similar field
- Minimum of 10 years knowledge in HUD programs, specifically understanding fully Section 3 and Davis-Bacon requirements.
- Demonstrated success developing and delivering trainings, workshops and webinars; program assessments and evaluation; facilitation, and public speaking to a variety of audiences.
- This is a home-based position and up to 25% travel may be required.
Preferred Skills/Experience:
- Previous work with Department of Labor, Workforce Innovation and Opportunity Act (WIOA), Youth Build, workforce investment boards, and/or job training programs, is a plus.
- Broad knowledge in Fair Housing and Equal Opportunity laws and requirements.
