Job description

GENERAL SUMMARY OF DUTIES
The position shall assist with project planning, implementation, and completion of various aspects of Community Development to include but not limited to: Street Department, Fleet Management, Bid Procedure, Grant Administration, and Special Projects. Duties will have a focus on administrative tasks and utilizing technology to improve processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Coordinate with various departments regarding development and maintenance of the City of Bolivar Fleet Management Program.
  • Coordinate bid and procurement procedures for the city regarding new equipment, vehicles, and special projects.
  • Coordinate the development of various graphics and models for City projects both internally and for the public.
  • Identify new and emerging Grant opportunities along with the Community Development Director. Exercise discretion and judgement in the selection of grants for application and develop applications in conjunction with various staff.
  • Function as the main point of contact for Community Development grant application and awarded projects.
  • Utilize appropriate software for the various tasks of the Community Development Department. Communicate courteously with the public and effectively explain programs/projects, regulations and guidelines as needed.
  • Assist the Community Development Department in general office duties and records maintenance.
  • Travel to on-site project locations, inspection, and maintenance sites throughout the city.
  • Complete and maintain records and reports.
  • Any other duties assigned within the scope of the duties and responsibilities outlined in the employees’ signed job description.

QUALIFICATION REQUIREMENTS

EDUCATION, EXPERIENCE, AND TRAINING
  • Specific on the job training provided.
  • College Degree in a related and/or proven comparable field experience preferred.
  • Experience in creating graphics and visual aids preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of municipal government operations, familiarity with City ordinances.
  • The ability to demonstrate excellent interpersonal, written, and verbal communication skills.
  • The ability to demonstrate proficiency with Microsoft Office Suite.
  • The ability to meet and deal with the public in an effective and courteous manner.
  • The ability to utilize AI and emerging technologies.
  • The ability to manage confidential information appropriately and professionally at all times.
  • The ability to maintain accuracy and diligence amidst a multitasking, frequently changing, priority driven environment.
PHYSICAL REQUIREMENTS
  • Sufficient physical ability and mobility to work in an office setting.
  • Constant sitting but may involve walking or standing.
  • Occasionally stoop, bend, kneel, crouch, reach, twist, and climb.
  • Ability to lift, carry, push, or pull up to twenty (20) pounds on an occasional basis.
  • Hold and grip objects.
  • Exposure to a variety of extreme weather conditions.
  • Subject to safety hazards associated with inspections.
LICENSING AND CERTIFICATION
  • Have a valid Missouri Driver’s License and must remain insurable under the City’s liability insurance policy.
