Job description

COUNTY OF WARREN

ZONING ADMINISTRATOR

GENERAL DEFINITION OF WORK:

Performs intermediate professional and administrative work enforcing the County's Zoning Ordinance and related codes and ordinances; does related work as required. Work is performed under general supervision.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Coordinating and performing code enforcement activities and staff; providing information and assistance to citizens, County staff and officials; overseeing and coordinating the preparation and maintenance of maps, files and records.

  • Enforces Zoning Ordinance and land use regulations.
  • Provides technical assistance to superiors, the County Planning Commission, Board of Zoning Appeals and the County Board of Supervisors; serves as liaison to the Anti-Litter Council; serves as deputy subdivision administrator.
  • Provides information and interpretation of zoning matters to the public, builders, architects and other interested parties.
  • Assigns addresses to new structures in the County and updates maps to reflect new streets.
  • Assists the public in preparation of permit applications and appeals; answers questions about procedures for zoning, subdivision, land development, census and other demographic data.
  • Reviews and approves site plans, subdivision plats and building permits for zoning compliance.
  • Issues certificates for zoning for businesses.
  • Prepares data and staff reports for all appeals, variance, changes of nonconforming uses, special uses, extensions of nonconforming uses requests made by citizens; prepares grant applications and administers approved grants.
  • Consults with code violators to resolve problems and correct deficiencies.
  • Prepares data for court and testifies on ordinance and code violations.
  • Responds to complaints and investigates code violations.
  • Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the County's Zoning and Land Use Ordinances; ability to read and interpret blueprints, site plans and architectural designs and to ensure compliance with appropriate codes and ordinances; thorough knowledge of legal procedures related to enforcement of laws and ordinances and regulations; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to establish and maintain effective working relationships with contractors, associates and the general public.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning or related field and considerable experience in zoning code enforcement and interpretation or planning.

PHYSICAL REQUIREMENTS:

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

SPECIAL REQUIREMENTS:

Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia. Possession of certification as a zoning administrator.
