ASRC Federal is seeking a Senior Proposal Manager that has a successful track record of leading complex, high-value proposals. This is a remote position with travel requirements (mainly within the Washington DC metropolitan area but can be throughout the US). Our proposal team includes proposal managers, proposal writers, graphic artists, and proposal coordinators.
Key Role:
  • Provide leadership and direction to cross-functional teams of professionals for complex opportunities
  • Work collaboratively with business development, capture managers, solution architects, technical SMEs, operations, and functional professionals to plan and manage compliant and compelling proposal content for federal government Defense, Space, Civilian, Health, and Supply Chain and Logistics Agencies.
  • Actively participate in and contribute to solution development sessions
  • Lead and mentor proposal team members, providing guidance and support throughout the proposal process to plan and organize proposal content that is easy to evaluate and score
  • Chair color reviews, lead adjudication of reviewer recommendations, coordinate with pricing and contracts, and oversee production activities.

Requirements
  • Ability to effectively communicate and collaborate with senior leaders, capture managers, and proposal support teams
  • Has an ownership mentality and is accountable for Proposal Management responsibilities
  • Bachelor's degree or equivalent years of experience
  • 8+ years of experience as a Proposal Manager for federal government proposals
  • Strong communication and strategic thinking skills
  • Track record of managing and winning large, complex proposals
  • Track record of managing and winning HTRO / scorecard proposals
  • Attention to detail
  • Ability to coach writers and manage proposal content
  • Has a comprehensive understanding of SharePoint, Shipley Proposal Process, and industry best practices
  • Ability to travel for proposal development and solutioning working sessions

Preferred Qualifications:
  • Orals proposal experience
  • Proposal and growth-related AI tools
  • Proposal Management training and/or APMP Certification
